It will be one of the last trades opened up (tier 6, I believe)- but they will sell them. I killed off most of my villagers (let's say I "updated" them) and have a saddle trade for 7 emeralds now.

They are supposed to be trading Name Tags. I bet it's a glitch though. I have yet to see one offer name tags. I even went into creative mode and traded with a librarian for about 30 minutes. Unlocked all of his item boxes. No Name Tags.

Name tags require an anvil to stamp the name on it and it costs 5 XP levels each time. if you are on a 'pure' survival world, then you better have access to a handful of name tags. I had to start a new 'pure' survival world because there was no way to get name tags and horses will despawn if not named so without name tags horses, mules and donkeys are useless.
Yes, you have to basically "stamp" the tag as JJ_Maxx described (I like that analogy!)- as for "tiers", I quote the Wiki and will provide a link to it:
"Every villager spawns with tier 1 of their given career, which range from 2–4 initial unlocked trades (i.e. all shepherds will spawn with only two options, buying wool and selling shears). Each tier consists of a defined set of trade offers, and the tiers are the same for any given career

if you visit the page and see the charts- name tags are a "tier 6" unlock for librarians- also the highest tier listed, which could also indicate 'rare' (there's no reference for PS3 Ed- imagine how many librarians I've gone through... now penniless and name tag-less!
I haven't had any problems with my 1 name plated horse despawning. Sister Golden Hair is always there, no matter how far away I have traveled from her or even if I've ridden another animal (she's not the jealous type). The only problem I have had is actually locating name plates in general. I created a brand new world after the update. The seed is good and I've found tons of horse armor and saddles, even in the chests in the nether. I've found a lot of horses and donkeys as well.
I've actually considered cheating (in my own standards) and going through the listed spawn locations to rummage through the chests in the rooms.
FYI: If you have an animal on a leash, tied to a fence, and the animal despawns, it will appear as though the leash is still there but as soon as you detach the leash, it will disappear, along with that animal, into oblivion. I believe that this is because the leash lands beside the animal, wherever that animal may be.
Yeah I don't think Name Tags should be such a rare and finite resource if it's the only way to keep our horses from de-spawning.
I created a new survival world and raided all the dungeons and got about 6 name tags. I will hold onto them until I get a Mule and a Horse that I know I want. It's nice that saddles are infinite though. I wish name tags were.
I've done a bit of testing in creative. I don't think you can get nametags from trading. It was a 1.8 feature anyway, so it makes sense that it wasn't added to the game.

WoodBlock is correct- I didn't find any in my nether chests (reset 3 X now) either- but the despawn thing is being addressed- for now, without naming, you can keep your horse/mule/donkey as long as it is within 32 blocks (otherwise there is a chance it will despawn)- after a patch I suspect you will be able to keep it as long as it is tied or penned up- unless there is a buff to the librarians sooner rather than later.

I placed a chest in my stable and I remove the horses saddle when I'm not riding them. The chest only contains saddles and leads. (And some carrots for when they deserve a treat!)
I've been searching seeds for worlds with extra amounts of name tags. I wish they would make them in the nether chests too.

Otherwise, the best option to take is to wait until the developers add more chests to the game or make saddles craftable with leather.
