Strange... I spawned on a Savannah (and I triple checked the seed #). Haven't looked at the rest of it yet. Are you sure you typed it correctly?
ETA: Pretty much everything is coming up as shown in the video. I do have a chunk error running along Z47 at X--85 to X-151. It cuts a plateau right in half (straight vertical wall on one side abutted by a savannah; but everything else looks good. Nice find!

Dark oak can be planted and made into your own dark oak forest... just replace one of the regular forests with dark oak trees and you soon won't know the difference. I think I spotted some rose bushes. I'll go back in and try to find them again. I didn't spot either a flower forest or a sunflower forest (which means you'll be missing alium and sunflowers)... but everything else is probably there since rose bushes, lilacs, etc. will spawn in normal forests and tulips will spawn in normal plains and, I think, on savannahs.
ETA: Sorry, not rosebushes, but poppies (my old eyes aren't quite what they once were - lol).

I'm afraid that won't work long term. Dark oaks are even stingier than jungle trees when dropping saplings. Add to that the fact that you have to use four each time, and you will eventually run out of saplings to plant, as over time each whole tree averages only 2-3 sapling drops.
If you start with a small roofed forest, it will be difficult to do large builds with dark oak.

Really, I've yet to get less than 4 for each dark oak I've cut down and I more frequently get 6 or 7.. So, for now at least my supply of saplings has been growing, even though I've been replanting every tree I've cut down. I have been diligent about replanting the trees I cut down far enough apart that their leaves don't merge (so I get the maximum number of leaves per tree). I'm also pretty diligent about not leaving until I've broken all the leaves or they have despawned on there own. That way, I don't miss any saplings that drop. With each tree is giving about a stack of dark oak, I think it is quite feasible to do large builds starting with a small forest. It just takes some patience.
Guess you're just lucky then. Unless 4J messed with the drop rate from the PC code (and I hope they did), the normal rate is 2-3 per tree over the long term. I'm on my third seed now, because the first two I started had small dark oak forests, only a dozen or so total trees to start, and I pretty quickly ran out of saplings before I had more than a single chest full of dark oak wood. I did the same things you did, making sure I didn't miss any drops.

I don't think it's luck - I think it's that I don't allow them to despawn (e.g. on top of leaves that take too much time to despawn on their own) or on the ground (by not hanging around and collecting them). Another possible difference is that I don't tend to use a lot of bonemeal... I tend to just go do a different task while waiting for things to grow naturally. I notice I do get more with trees I plant myself as opposed to the wild ones and more if I plant them farther apart (so the leaves from one tree don't merge into the one(s) beside it). In my main world, I've cut down precisely 2 "wild" dark oak trees (getting only 7 saplings to start). I planted one tree and got 6 saplings from it, then planted 2 trees and got more than 8, so I planted 2 again. I now have 6 dark oaks planted, about 8 stacks of dark oak wood (after using a bunch on my iron golem farm), and 19 unplanted saplings in my chest. I haven't had a single tree drop less than the 4 saplings it took to grow it since that first "wild" one.

Dude. You don't need to tell me how to suck eggs. I'm not an idiot. You really think I would say what I did without using the same techniques you are? I didn't specifically list them, because, at this point, they are pretty much assumed. I don't tell you 2+2=4 either, because I assume you know this by now. These aren't new concepts. Its the same way people have maximized jungle sapling drops for years, since they tend to be stingy with them as well. Don't insult my intelligence, and I won't insult yours.
Its probabilities. Some people will, over the life of their worlds, get more drops. Some won't. Its a bell curve. My only point is if one wants to guarantee that they will have plenty of dark oak to build with, start with as large a roofed forest as you can without sacrificing other biomes you want to play with. If you start with only a few trees, you take a chance of running out. You may, you may not. Just depends on your tolerance for risk.
I get less than four saplings back per tree fairly often. Just because you don't doesn't mean others have the same result.

I'm pretty sure formula for odds of sapling drops in the Console Edition is the same as the PC Edition (i.e I doubt 4J screwed up the formula). When Mojang picked those odds, they probably considered that, in most cases, the saplings would most likely replace the cut trees (although not guarantee it). If you think my success is due to just luck, then your lack of it is probably "just luck" as well. I get REAL tired of people going immediately to "4J must have screwed up" stance whenever the dice don't roll their way in a game that was designed by Mojang with plenty of times your fate is dependent on just a roll of the dice. If you want to "guarantee" the replacement of your trees, then anytime you don't get enough saplings, just exit without saving and try again... it's what people loved to do with enchanting and didn't seem to think it was cheating then. The fact is that I am (without exiting without saving) successfully growing a dark oak forest from only 2 original trees (I'm going to run out of space before I run out of saplings now).. so it's possible that it can work long term (contrary to your first claim). Just because you didn't succeed doesn't mean that others have the same result.

Pretty good seed. Tested on x360 today.
