I am using 1.7.2 and am going to build a wither skeleton farm, basically by making the withers and other mobs spawn on pressure plates causing them to be pushed to their near death. I need to know exactly where the wither skeletons can and cannot spawn around my fortress, and if possible I would like to make it above bedrock. Is there any tool or resource I could use to see where they can spawn that is for 1.7.2?

The latest tools I know of are a couple of mods for 1.6, but by KaboPC describes in detail the zones where wither skeletons can spawn. The mod he used in the video can be found here, but it's only updated through 1.6.2.

Yeah, showmonsters is what you need. I posted about this a few weeks ago, no help. I messaged Kabo, no response. So I have no idea when this tool will be available again, so I put off the project of a 1.7.2 wither skeleton farm until we get some sort of update on it.

I've loaded 1.7.2 terrain into 1.6.4 and used the showmonsters mod, and the spaces where they do spawn has substantially changed. I lack the amount of knowledge to say whether the old version of the mod is interpreting this correctly or not, but it certainly warrants a wait on the mod to get an accurate version to judge where wither skeletons spawn now. The old mod said they were pretty much spawning everywhere in a fortress other than the roofs of the hallways where you find chests.

I've recently discovered that some - not all - nether fortresses will now spawn fortress mobs at any y level - including above bedrock.
I don't know much more about it yet, or how to identify which fortress except trial-and-error. But it sounds cool, because if you're way up above, the mobs below should all despawn so it could be pretty efficient. I hope so, because otherwise it takes quite a lot of effort to get enough skulls for lots of nice beacons.

So the deal with this is...well it's pretty complicated.
First, any fortress that you come within 7 or 8 chunks of (don't remember, exactly) [EDIT: it's within 16 chunks, actually. Every fortress in a 33x33-chunk area, centered around the player] gets added to a list. This list gets erased when you log out, but nothing gets removed from it while you're on, so as you travel through the nether, more and more fortresses will be added to this list.
Now, one of the fortresses on the list, chosen randomly (as far as we can tell) gets designated to be "the" fortress. The only way, besides trial-and-error, to make sure that a particular fortress is "the" fortress is to find one with no other fortresses within 7 (or 8) [16] chunks, go there, and then relog. When you come back, it'll be the only fortress on the list, and so it'll be the only one that can be chosen.
Most fortresses can only spawn wither skeletons (and blazes) in little cuboid-zones in or very close to the (location of the original, un-modified) fortress structure itself, but one fortress, "the" fortress, can also spawn them on any nether brick block in the surrounding area. This area is a box that encompasses the farthest tips of the fortress horizontally, and goes all the way up to the world height at y=255.
Yes, it has to be nether brick, no other block will work. I'm not sure if upside-down stairs and slabs will work, even if they are made of nether brick. Haven't tested it/heard from anyone else yet. [EDIT: In the comments for the video posted below, it looks like they have to be actual nether brick blocks, upside-down stairs and slabs won't work.]
The trick, then, is, once you've identified "the" fortress (preferably one far enough away from any others so that it can always be "the" fortress every time), you ender-pearl up and build some nether-brick platforms up above the bedrock. Then you camp out at y=255, so all mobs underneath the bedrock will despawn instantly, meaning only the ones that spawn on the platforms will stick around. Then you can just run around and slaughter them manually, or hook up pistons to push them off the platform into a standard fall-damage or crusher-type mob trap.
There was a video posted about this recently. I don't remember who made the post, but the video was from a guy called Defanive. You can probably find it on YouTube, if I don't edit in right here first.
