Torches only melt up to a few blocks away. Your torches aren't close enough.
I hadn't played in a winter biome recently, however I was playing the skygrid map and it happened to be in one where I was at and I noticed torches are not so reliable about melting ice anymore. I had to cover my water to keep it from freezing.

There's a borderline light level, I think 12, that causes a freeze/thaw cycle. It's a nice touch, unless your farm depends on that water.
A trick I've used is a 3-deep hole:
Instead of the glass, a sign or ladder would work.

I tried it with terrible results. I gave my wife my glasses for a second, a creeper showed up and now my wife is pregnant.
