You need to put more houses and or doors in your village.
From the wiki:
Once housing has been established, Villagers will then mate until the number of adult Villagers equals 0.35 times the number of doors. Any remaining children will grow up as usual, resulting in a total number of adult Villagers somewhere above one third of the number of nearby wooden doors.

I built the house with doors, yet no new villagers was created.
Should I wait sometime, or should I build more houses?
About the challange:
Happend to me too, had to use force against them, one got into a cave and got lost, had to start over.
I've read the wiki on the version history and on the topic of villagers it said that there was a bug in the door detection which would allow the villagers to bread indefinitely and this bug was fixed.
I've experimented with testificate breeding before the 1.2.5 update and was able bread quite a lot of testificates:
If you notice in the picture there are some peculiar looking houses with a lot of doors. This is to encourage villagers to breed.
Allow show you how to make one:
First place the base and the doors
Then add corners and about two blocks above each door till the walls are about 4 blocks high (including the doors).
Then roof it and add stairs going into each door (this makes it easier for the testificates to enter the door).
Add torches for lighting.
And your done.
This single structure has 28 doors so when calculated (28/3) you get 9.3 so it will let villagers breed till the population reaches about 9. It also allows the testifiacates to flee from zombies without having to run through the same door that the zombie is entering.
I haven't tested how well it works in 1.2.5 but I will soon, so until then I've got my fingers crossed. Try it out though. It takes time breeding testificates but if you really want to then just try it out and if your able to improve on the house I've shown you or make a better one let me know.
This is my input on 1.2.5 breeding: It happens. I run a 1.2.5 home private server where the spawn is an upgraded NPC village that is very well lit, has many houses, and a decent amount of villagers. Give them enough houses, and time, and they WILL breed. It happened to me, I have a bunch of midgets running around my village.

As I said before, I believe they no longer repopulate. The update said that Jeb made the villagers less amorous.
But I haven't updated yet.
