I find level 10 the best level to mine everything. Coal can be found in veins of up to about 36 there; iron about 10; gold about 4; and diamonds are apparently the most common there.
That's not how the picture should be read. Ores only show up starting at a certain level, but always show up below those levels. Hence, the iron layer indicates from which point on you can find iron. Above you will find only coal but in the iron layer itself you will find both.
So yes, at the diamond layer you will find all ores. This makes layers 10-16 the best to mine. If you go lower you will run into lava quite often.

I'm still looking for more feedback on my configurable Redstone Gate mod. All gates and common circuits (such as e.g. clocks, edge detectors, latches and Flip-Flops) in a single block.

I always thought that lava will fill up natural caverns on level 11 and below. Therefor level 12 mining is the winner. but I also always thought that level you are standing on is the level that shows in y coordinates. But is that the level of you feet or your face? I don't know?
I assumed it would be the feet level, but I could be wrong.

For those who don't know, the Y values don't correspond to a block, but to the top or bottom of a block. Your eye level, in Y terms, is at ~1.6. To find the level that the top of the block that you are standing on is at, subtract 1.6 from your Y.
Besides lakes, the topmost level that lava can spawn is at 11.
By mining at 13.6, you won't mine Into or ontop of lava, but have a 1 block barrier between you and possible lava.
I'm making a mine in a multiplayer server I play on, and I would like to know what levels are best to find;

Gold
Diamonds
and Lapis
So help me out here because I want to make this mine effective.
hit the F3 button and on the left, you will see the letters xyz y is the layer that you are looking at go down until that number hits 12 it is the best for everything because lava lakes are the layer below you so it wont flood ur mine and you will discover more caves witch are the best

I'll provide the correction:
Coal can be found at any elevation.
Iron can be found at level 64 and below.
Lapis I'm not positive about, but I believe it is 48 and below. In addition, it generates the same number of Lapis blocks as diamond blocks, making it harder to find than diamond.
Gold is found at level 32 and below.
Diamond is found at level 16 and below.
Seriously, I think they deliberately made that image confusing to new players. I can just imagine someone running around going "Wow, coal can only be found at layer 64 and up?".

Listen, just mine at y11. If you want the best place to get all those ores, just go to y11 (or, I guess, y12, but I'm 90% sure y11 is better).
