A good idea...more traps to blow people up by shocking them to death.

Off topic: Cuprite was the unofficial pre-redstone name that wasn't coined by chanfags.
On topic: I think OP means a block that needs to be "charged" for several seconds before allowing the redstone through.
What I think he's looking for is a block that stores energy and charges nearby blocks which, when stepped on, shock the player once and drain the charge in the capacitor until it has recharged. It's actually not a bad idea as an extra Redstone output block, or even as a Redstone circuit block for delaying flow through circuits; you could use it to make much slower clocks.
The one problem with the suggestion is that Redstone, according to Notch, doesn't carry electricity; it only carries information.
