The only way this would work would be if mining an Iron/Gold Ore block, instead of dropping an Iron/Gold Ore *block* "item", would instead drop say an Iron/Gold Ore "chunk" (or whatever) "item" instead, which then needs to be smelted to get the Iron/Ore Ingot.
Then you'd lose Iron/Gold Ore blocks are decorative blocks unless you had Silk Touch, which is already helluva hard to get.
Sorry, I don't really support this. Sure, maybe it would be more "logical", but Fortune enchantment is already more than powerful enough as it is, without it also boosting iron and gold harvesting.
So, Iron/Gold Ore is broken into 1 Iron/Gold Chunk, or more if the Pickaxe has Fortune enchantment on it.
The Iron/Gold Chunk can then be smelted into Iron/Gold Ingots.
I support this, since it would help provide for a more extensive minecart Rail highway system in the mid- and endgame phase, but I think that the Ore should have a chance to drop more (1-2/3 with max of 5/6 with Fortune) to help earlier in the game, rather than just those far enough along to enchant.
Also, the "It could still be made back into a block if you really wanted (like Glowstone can be)." part should be taken out, as this could be used for a potential infinite Ore loop, not that there aren't duplication glitches now, but no sense adding another one.
It is because you mine the actual diamond/redstone/coal rock, iron and gold you mine the ORE. This ore needs to be refined before it can be used.

True, but they could just add an item that looks like the ore or a clump of unrefined Iron/Gold and make it drop that instead of the block. The whole smelting argument has already been discussed.
But as for the idea, I really don't see a need. I make rail systems thousands of blocks long and I'm never short on Iron or Gold, and that's playing vanilla Survival. Wouldn't hate it if it was added, but don't see a reason to change it.
Why? I don't like how it looks placed, but there is no use to removing the feature to make it placeable. Why should it be made so that you get a useless new item to smelt, instead f a placeable block that could also be smelted. Besides, I have a friend who makes really cool designs with Iron, Coal, gold, diamond, ores etc. I think one was the Mina Lisa. He technically used silk touch for diamond, coal, and emerald, but there's no point to making him do that with iron and gold ore
