I think this should be implemented. That way you could use command blocks and it will be a lot more reliable and flexible than using dispensers. But instead of using 1:00 for one minute, I think you should just write the amount of seconds, 60 in this case. That will be a lot easier to code, and is just as convenient. If they go ahead and make this, maybe they should also make a command that subtracts seconds as well? Could be useful for punishment in adventure maps. Also the function to remove the effect is needed of course.

You are right about the subtract part but I don't know about coding so I guess it would be better.
Makes sense it would be a good idea to add this. But it should be:
/effect <username> <effect> <duration> [strength]
So you could give them Strength II!
You could use this to make an alternative to a beacon!
I don't see the difference between your command example and mine except for the strength part at the end,strength is an effect.
Not strength as in potion of strength I mean strength as in strength of a potion, maybe potency is a better way of putting it. If your still unclear I mean strength as in the thing that increases when you add glowstone dust to your potion.
Example:/effect [PlayerUsername] strength 1:00
Which will give a player a strength potion effect for 1 minute.
