So, basically, you want to be able to do in-game what can now only be done with editors? Would be a LOT of work for Mojang, but if they do end up putting it in, I would probably use it. I don't know...

All the details in this, instead of the usual 1 sentence suggestions. Not only that, but all these commands really do open up a world for redstone. All the possibilities available if these were added are simply endless.
Wow, I can think of so many mods that would be crushed by this, but I'd love it because 1; it's vanilla, who can argue with that? And 2; We don't need to wait for the stinking mods to update. And finally, 3; IT'D BE AWESOME! I mean, some of the ones up there I find are quite ridiculous and are extremely op, and take ALL of the creativity out of commands, but some of them are filled with juiciness |:I
... Where should the /spawnentity command spawn the entity? Above the command block? Add the coords, maybe?

/gameRule cheats would be accessible no matter whether you have cheats on or off.
Well if it's always accessible, then what's the point of even having a cheats option in the first place? That's pretty much "cheats are always on, you just type this in to use it."
Another suggestion. This one is a command, used in the command block. The command goes like this:
RedstonePower [1](x),(y),(z) [2][???] [3][X]
[1]: These are the coordinates that will be powered [2]: ??? means the redstone power that will be wirelessly given to the redstone. If the redstone power is supplied to a TNT, it will be primed [3]: X means the position the power supply will go, which means it could go North, East, West, or South. 2 or more means it will face multiple directions
Basically what this does is give redstone a supply of power wirelessly, which will help mapmakers, because there won't be so much redstone all over the place. Hope you like this suggestion

hey, I'm sorry if this was already posted but I'm wondering for a Single player map, if there's a way to do a level system and a class system.....like making it so you have to be a certain level to use a certain item....if so that'd be awesome for a map i'm working on!

I would also suggest 2 additional gamerules:
/gamerule timelock
/gamerule weatherlock
If set to true, then the time/weather will not change by itself. This would be useful for custom maps that require a certain time of day, or for people who hate rain.
False is the default, of course.
I also made a suggestion topic relating to commands and command blocks whic I think is relevant.
Commands definitely have untapped potential, that's for sure.
I support for the addition of new commands and better command blocks and i suggest this ones
/gamerule doWeatherCycle true/false (i hate not to be able to turn weather off, dont you?)
/game doDamage Fall/heat/suffocation true/false (i would replace your falldamage for a generic. Heat damage includes blaze, ghast, fire, lava damage)
/gamerule mobMovement true/false (passive and aggro mobs spawn but they cant move)
/gamerule mobBreeding true/false (a middle variable might be placed to prevent or allow a particular mob breeding, for example /gamerule mobBreeding Villager false)
/gamerule Gravity true/false (it would be nice for adventure maps to be "swiming" in the air
