the idea is good but I don't agree with the growing bamboo, that would possobly make the jungle very bamboo heavy, thus making bamboo easy to get. there should be more chalange to the idea, but i think that bamboo spears are a good idea.
The bamboo that you suggest is just too useful. It's apparently supposed to have all the effects of Sugar Cane with none of the drawbacks. The only difference is that sugar cane is used to make sugar for the relatively useless Cake.
Do you really think that Mojang would implement Bamboo under any circumstances with so many pros an no cons?
Well I think that's really one of my points that I perhaps didn't address directly. Reeds became Sugar cane for the sole reason to produce sugar. Really, besides producing sugar, sugar cane doesn't provide many other uses (although you forgot to mention that it's used in the incredibly useful speed potions and cookies once jungles can produce renewable coco beans).
So yes, I think the properties sugar cane has (namely the ability to produce paper) should not belong to Sugar Cane and should instead be delegated to Bamboo. As to being too useful, I think it's only because I've suggested a large variety of possible crafting recipes. Realistically, maybe 1 other recipe besides Bamboo poles is all I could feasibly see being added at least at the initial implementation of Bamboo.
Bamboo as I see how it should be:
1) Grows naturally in Jungle Biomes only. I agree it should only be found in one biome, probably jungle or swamp
2) Grows to a height of 8 to 10 blocks, then grows leaves on top. At which point, it randomly spreads to an adjacent block. Too tall, I don't see any way of controlling growth in a way that would be aesthetically pleasing and mechanically feasible at that height and growth pattern
3) Grows faster than trees, slower than Sugar Cane. I always pictured Sugar Cane the faster grower. Regardless, I don't think it should be too much faster than trees
4) Cannot be walked through like sugar cane. Agreed
5) When cut, gives 1-3 Bamboo Poles. Leaves drop Bamboo Shoots for planting. Bamboo Shoots are aesthetically appealing, I like that idea, I may steal it. For simplicity and to keep it similar to existing plants, I just had it replanting bamboo sectional stalks.
6) Bamboo Poles can be used to make a fishing rod, Tatami Mat, (Shoji) Screen and Bamboo Fence. Fishing rod makes sense, jungles would be where you would want to find fish to tame Ocelots. (Shoji) Screen is another possibility, perhaps like glass panes but not transparent? Bamboo fence is redundant, we already have a fence and I don't see how a bamboo fence would add any new mechanics other than appearance.
Notes:
Leaves of bamboo occupy 1-2 vertical blocks at the top of the bamboo.
5 Bamboo Poles and 4 Paper makes a Screen. Screens are thin, 1 block walls that can be stacked as walls (Burns when ignited). 60% of exterior light passes through Screens.
9 Bamboo poles makes 16 Tatami Mats. Tatami mats sit at the same visible height as a pressure plate, but don't count as extra height like a slab, so blocks and objects can be placed directly on top. No, this I don't agree with. Tatami mats aren't traditional made out of bamboo to begin with, making them out of ridged bamboo poles instead of soft, uncured bamboo stretches the mechanics to breaking point
6 Bamboo poles makes 2 Bamboo Fences. Bamboo fences are X shaped overlapping layers of bamboo and work the same as normal fences.
-Sugar Cane makes paper, Never replace that. People are guaranteed to choose bamboo over sugar cane if that happened due to it's greater height, solid state, water restrictions and many other uses. Not a personal preference, but it wouldn't ruin bamboo for me if this happend
-Punji stakes are nice and all, but I doubt they'd be implemented. Cactus work just as well as any spike pit, unless it's an instant kill. In which case it's too imba and would never be added. I disagree, Cactus cannot be placed wall to wall next to each other, it tries to grow in most situations, and cannot be placed on dirt or gravel. Punji works better than cactus but not as well as a proper spike block like that which Jeb mentioned he would add for pistons
-Fall damage is there to stop people from jumping off high objects voluntarily. Hard, Flexible wood wouldn't do anything to stop fall damage or even decrease it when huge blocks of wool do nothing and wool is far softer than a pile of bamboo or a thin mat. Agreed, this was an idea I threw out there because it was asked. I like my fireman pole mechanic for bamboo poles much better now.
-Lots of coding would be necessary to get pets to curl up on a mat. Never mind that it's pointless, and more likely to occur with a wool rug over hard tatami. Again, if you read the post, I was positing these ideas out not because they were feasible but because people wanted more ideas

I've noticed this occasionally as well. I think this strengthens the argument that Bamboo is more aesthetically pleasing or at the very least iconic than Reeds or Sugar Cane.
There should also be a bamboo sword that is meant for sparring, and doesn't deal fatal blows, as Chad said, "There is no Pain in this Dojo", replacing the use for Tatami Mats to prevent damage from occurring, that way Mojang won't have to add so many things to the Tatami Mats. And it can also be used for herding animals, although there is wheat, It can be used on monsters to push them back, not harming them so you can keep them in a certain area or to push them back to fall into a trap, preferably if one escapes from a failed trap,or your pushing one into a trap. Or they Could at least deal Half-1 Heart Damage, or maybe even 2 types of Bamboo swords, One For Sparring And one For Attacking. Attacking ones should have damage ranked on materials used.

What about bamboo fishing rods? Just an alternate crafting recipe? Anyway, I think bamboo would be a useful material.
That was one of my original thoughts, I must admit, but I left it out because I'm not looking to make bamboo a wood stick replacement recipe (ladders, fences, fishing rods, tools, bows, etc.). Doing this wouldn't adding to Minecraft, nor is it balancing Minecraft. I try to instead focus on recipes that serve a unique purpose while being legitimately tied to bamboo. Punji sticks, for example, fill a niche of home protection currently only occupied by cactus (which has its limitations) and lava (which also has its drawbacks) while allowing for new blocks to still have their unique niche (Jeb mentioned, I believe, a spike block to be added with pistons for death traps. These would be more versatile than Punji sticks, but harder to obtain, thus both blocks retain a use without treading on each other).
I'm surprised that no one has mentioned this yet but bamboo is extremely flammable when dry (I.E. bamboo poles).
Also I think each bamboo should grow to a random height between 3 and 8 blocks. This would give patches of bamboo a more "patchy" look rather than just clumping together into blocks like sugarcane tends to do. I apologize for not doing my research. I was under the impression that bamboo, even dried, was no more flammable than press board or wicker but a quick google search suggests otherwise. I'll make all bamboo flammable.
I'll consider adding the training sword and the fishing rod to the OP if more people support it.

I'm not sure I quite understand what you mean about large change, but I'm open to any ideas you might have. I included a lot of different uses for Bamboo that could realistically be implemented without bending current game mechanics too far out of wack. If I made it too large of a change, I don't think I would get the support and even if I did I don't think it would get implemented because of difficulty.
I feel I have to be very stubborn about bamboo because people dismiss it on the single notion that it's similar to Sugar Cane, which I don't think is a valid point. I think I at least acknowledge counter points made on this topic, even the ones that are very closed minded and don't bother to read the whole topic before posting.

First, I would only make bamboo fishing rods unique from hardwood fishing rods if it really added a different dimension to the game, durability wouldn't be enough of a change.
Second, in terms of fishing rod durability, a bamboo fishing rod would actually last longer. High-end professional fly fishing rods are made of split bamboo because it's much more flexible. If it were an impact tool like a pick I would agree, but not in this situation.
Finally, I think that the fishing mechanic in general needs fleshing out before I would feel comfortable adding different types of rods. For example, allowing fishing rods to be enchanted would be a good start. Also, having the depth and quantity of water effect the frequency you can catch fish. Or even adding a variety of fish to the game. But fishing as of now is just a timing game and one I frequently lose out on.
This seems like a pretty good suggestion. I am, however, a bit disappointed at how few uses bamboo has when not in pole form. One option I see, as bamboo is typically depicted as narrow, is to eliminate poles altogether and apply their properties and uses to the base material. Perhaps, rather than planting the segments to grow, the growing plant could get leaves which don't appear on player placed stalks, and drop "Bamboo Shoots" which are planted like saplings. The shoots could also be put in a furnace to be cooked as food (as seen in your local grocery store).
