For a while now we have been able to repair 2 damaged items by crafting them in one less damaged item with a little profit in duration, but repairing also deletes the enchantments. So I'm proposing a system that fixes this problem and that hopefully isn't overpowered. It would work like so:
All the enchantments from the damaged items are moved to the repaired item. The enchantments at level 1 are eliminated. If there are 2 enchantments of the same type the lowest level is eliminated. The remaining enchantments are lowered by 1.
So basically every time you repair something, the enchantments weaken or are eliminated.
For example if I repaired 2 enchanted pickaxes:
the first has unbreaking II, silk touch(I) and efficiency IV; the second has unbreaking III and fortune I.
The repaired pickax only obtains unbreaking II and efficiency III.
Because unbreaking II, silk touch and fotune I are eliminated while unbreaking III and efficiency IV are lowered by 1 level.

Also it's not a problem to repair using an enchanted and a not enchanted item, for example:
the first pickax has fortune III and efficiency I; the second has nothing. The result is a pickax with fortune II

I was talking more of how the enchantments are affected by the repairing and not of how the repairing system should work; as a matter of fact my suggestion could be applied to yours without any problems. But to be frank I prefer the current repairing system, because it's simple, fast and versatile, whereas your suggestion just requires 2 objects that are otherwise useless. But just 'cause I don't like your idea it doesn't mean you're stupid, ignorant or retarded.
Have the newly repaired item take over the enchantments on one of the 2 items. So you could repair an enchanted pick with a non enchanted one, but there would be 50% chance of losing all enchantments. You could also use 2 enchanted tools together, and only one of the tools will carry on his enchantments.

They should be repariable with ones without enchantments.

Indeed it is, seeing as 1 gold ingot equals 9 golden nuggets.
