When enchanting tools in minecraft, receiving the 'fortune' enchantment causes non-block drops (coal, diamond, etc) to have a chance at being doubled when you break the block they come from.
The only block broken with a shovel that has a non-block drop is gravel, the frequency of finding which is increased by the fortune enchantment, up to 100% (which is great until you suddenly need minecraft's most hated block for roads or a trap).
There is no block broken with the axe that drops non-block objects.
Why then, was this enchantment ID not given the ability to distinguish between item numbers and have different property sets for the 3 tool types?
Fortune is all well and good for a pick, and should remain the enchantment slated for that tool. But if the 'fortune' enchantment were to be applied to an axe?
It should have become the 'felling' enchantment, which would make every wood block cut by it have a chance of breaking every block above and connected with it with a matching ID, similar to what the Timber and Treecapitation mods already do. So tl;dr... it's the timber mod but it only works a certain percent of the time.
When applied to a shovel, it could become the 'excavation' enchantment, which would have a chance of digging out a 3x3 area centered around the target block. Or perhaps it would dig out every block touching the target block, in a truncated tesseract shape. Just something to that effect. Make digging out large areas easier.
I had this epiphany when, upon placing my diamond axe on the enchantment table after grinding chickens to level 43, I discovered that my new Axe of Fortune III did absolutely jack. I walked to the top of my recently constructed wizard's tower and shouted to the blue sky "Notch! Why have you forsaken me?!"

Well no, the Fortune enchantment is already in place in-game. It's one of the possible tool enchantments and has been since 1.9.5 I think. And it only makes a double-drop a certain (low) percentage of the time. But I'm saying that the enchantment as it stands is only useful for picks, and that even though axes and shovels can end up with the enchantment, it's useless on them.
My suggestion is to add 2 new enchantments (felling and excavating) that REPLACE the current fortune enchantment when applied to their respective tools.
So, if you place a shovel on the enchanting table, and the enchantment you click WOULD have been, say, 'fortune IV', the shovel receives 'excavation IV' instead.
I'm pretty sure that shovels with fortune have a higher chance of getting flint from gravel. The wiki even says that a shovel with fortune III has a 100% chance of dropping flint from gravel.
And in the case of axes, maybe it could be modified so that it works with bookshelves? (killing a bookshelf drops books instead of a bookshelf block).

Well it does increase the flint chance on shovels as I said in the OP, but not only does the chance go up to 100% which makes gravel impossible to obtain with that shovel, but flint is also not something you tend to need in great amounts (you never need an inventory of flint and steel, and arrows are easier to get from skeleton farms, and in larger quantity).
...And since when does an axe make bookshelves drop anything? Unless they changed that in 1.0.0, bookshelves don't drop anything - they just get destroyed.

But this is getting a bit off topic lol. Fact remains that as it stands in the vanilla full release, fortune is bloody useless for anything but a pick, and needs fixing.

Do shears even count as a tool? I thought they were just regular items. And yeah that would be cool, but I think a more important fix would be making it do something for axes.

Shears and bows wear out with use, but are not considered tools.

You cant make it drop more clay because technically clay drops a block. You always get 4 and crafting 2x2 makes another block so you would get infinite clay if it dropped more than 4.
According to the wiki, you can use fortune for just about anything you punch with your hand to get items from. http://www.minecraft...i/Fortune#Tools So about the most use your tools can be is to help you get better stuff from your farms, I guess.
Personally, I think the Fortune enchantment for axes should improve sapling/apple drops as well (see minimal jungle tree sapling drops for example). And the enchantment for shovels should increase your snowballs count. And... hmm, yeah the shovels enchanted with fortune stink.
Axes should not be the correct tool to harvest leaves. Hands should be. (Imagine, enchanted gloves!). Snowballs are a problem because then you could break, replace, break replace endlessly.
