Well, we all know how when people suggest a new ores or gems or related things. All they add are just another armor tier, less X more Y.
But, this suggestion isn't about sapphire being a new tool, sapphire are now a unique gem with unique uses.
This is the first time i worked hard on my suggestion and trying to make the Thread as tidy and as beautiful as possible. Anyway, let's begin.
Introduction
Sapphire in Minecraft, or in this suggestion at least. Are a gem that has a unique behaviour with water.
Or to simply say it: the gem of water. Here are the appearances of the Sapphire gem:
Generation
Sapphire will commonly spawn under the deep ocean biome. And rarely in other watery biomes (frozen lake, swamp, etc)
In the deep ocean biome. They spawn twice as common as diamond ore, and the each sapphire ore vein has a max of 4 ores in it.
In other watery biomes. They spawn as rare as a diamond ore, with the same rules of ore vein as in the deep ocean.

Ignore the fact that they spawn near water. I just think the screenshot looks nicer nearby the water.
Oh and one other thing! they glow like redstone ore when in contact with water cool right?
Uses for this gem
So what can this gem do? why is it so worthy to find such exotic gem?
what secrets does it holds?
Sapphire Block
This isn't really a "useful" thing and nothing really special. The sapphire blocks are used to store more sapphire, that's all.
I'm not an expert texture maker so if you complain about how this is just a "emerald block colored to blue" then i am sorry.
But hey, at least now you get to know recipe easier
It's basically what you would expect. Fill all of the crafting grid with the respected materials and boom! you get the block version of that material!
Weather Detector
Now THIS is where the cool thing started to began. The Weather detector!
Here are the crafting recipe for the new Weather Detector:
You all know how the weather detector works in Minecraft (even thought it haven't been implemented, this has been suggested many times)
In order for the weather sensor to works, it has to be exposed to the rain, that means don't cover your weather sensor.
If the weather is "thunder". Then the weather sensor emits more redstone signal.
Snowy weather also works the same (as they are made out of water, duh)
And of course, they're useless in the dessert and non-weathery (i made that word up) biomes (dessert, mesa, etc)

Air Emitter
This is another new block added by the Sapphire. The Air Emitter.
The Air Emitter has it's main function underwater, and that is to regenerate player's air supply.
To make the player's air supply regenerate, the player has to stand nearby the bubble created by Air Emitter.
Once the player gets close, the air will regenerate like in regeneration effect.
This Machine requires redstone activation in order to work.
I feel like this is a less "cheaty" way of obtaining air underwater rather than using ladders or torch.
imagine the dispenser being the Air Emitter, i'm sorry i can't properly put the image of the Block
This Machine also aren't just for air breathing in water related problem.
If you're fishing nearby the bubbles from the Air Emitter, you'll caught fish 2 times faster!
This is because the Air that the Emitter created attracts fish (idk if this makes sense, but it's just to give this more uses)
They can also be used as a Particle Generator for builds which involves bubbles.

Tweaks and Changes
Here are the list of the current existing feature changed by the effect of the addition of sapphire:
•The center of the Ocean Monument are now changed from gold blocks to sapphire blocks. Because there are so many other places in the ocean monument to look for gold blocks.

I like the weather Panel idea, I can definitively imagine what Mumbo Jumbo would do with this.
Glow up when touching water? Sound like a good idea, why can't EVERY Gem glow? it would make my gem hunting easier.( oh wait, that will feel like cheating to some players)

Assuming the detector would work in hot biomes, it would be far more useful. It could be put down in a desert, and would allow a player to know when it's storming, because under normal circumstances you can't tell if it's storming in a desert at all. This could have some useful implications, with things such as knowing when a charged creeper farm would be active, or it could open a hatch and allow some sort of skeleton horse farm to function.

Well, daylight sensors are pretty useless by your logic then, as you could easily use a clock or look at the sky, but that's not what they're for. I'd imagine people using this as a way to create things that activate when it starts raining, such as some umbrellas shooting out of a building, or a farm room opening up, it would be a pretty cool addition.
One suggestion for the OP though, is to make it where if it storms in a dry biome where it doesn't rain, it would send the same signal as it would in other biomes if it were raining/snowing, as storms can still be heard and detected in deserts and such.

I have an idea, why not add a feature with the gem that can be used to get water breathing 8:00 in brewing? I know this sound cheeky but just a suggestion.
My main problem is that so many other materials are already underutilized by the game, and I don't really see any reason why, say, diamond or gold couldn't be used for these machines. Yes, glowing near water is sort of cool, but it doesn't really do anything that makes the game immersive, engaging, or fun. Certainly it doesn't justify the existence of sapphires.
I think the issue with your suggestion is that you are trying to come up with uses to support a suggestion, rather than using a suggestion to support or fill a need that exists within the game. Adding to the suggestion as is will only result in a loose collection of various things taped to sapphires, when sapphires themselves are unnecessary for any part of the ideas connected to them.
So here's my vote, which isn't on your poll: It wouldn't ruin Minecraft forever, but it's not a good concept. I'd suggest taking sapphires out entirely, and making new suggestions based around the Air Emitter and Weather Detector.

You shouldn't base your ideas around farms. They aren't a normal part of gameplay. I personally don't use them at all and know many who don't. Really, your choice in material should look something like this:
Iron: Very common, but also used for plenty of different things. If it doesn't matter how often your machines are made, use this one.
Gold: Uncommon, but also basically used for nothing. If these machines should be used slightly less, use this one.
Diamonds: Rare, used for unique items. If you want people to hesitate to make a ton of these machines, use this one.
Quartz: Fairly common in the Nether, but still somewhat difficult to obtain. Used for mid-game items. If you want people to need to wait to use these machines, but not have trouble making many of them, use this one.
Prismarine: Used for nothing at the moment, and not that hard to get once you find an ocean monument. Similar thing to Quartz.
Why is encouraging someone to mine in a certain biome (underground, all biomes are basically the same) a good thing?
I already find it a fun challenge to raid an Ocean Monument. The gold is a nice enough "reward," but there are also prismarine and sponge.
I understand having other items to hunt down, but that's inherent in any suggestion about new items. You could easily have this with a non-mineral suggestion.
