I know there are mods that have done this but vanilla should just have this since it has ender chests.
There would be a new type of chest that can have a different name but if you put multiple of them down, you can assign a frequency to them. Chests with the same frequency will always have the same contents no matter where you access them.

but ender chests have the same contents for a single player, these frequency chests could have the same contents accesible for every player if the frequencies on the chests match
Although this would make Enderchests obsolete I could see a way of balancing this out.
first, you craft multiple normal chests than you place them wherever.
Since your using regular chests for this you can make a large chest with 2 unlike ender chests that only allow 1 chest.
Then you craft a hand item that has a very expensive recipe, if you right click with the hand item on a chest the hand item will lose 1 of it 25 durability (it cannot be repaired) Then you could have 2-5 chests on one "frequency" then you could add more frequencies.
To add another element of challenge you could make it so if your frequency creator breaks and you don't have another in your inventory then you can't access any duplicate chests until you re-craft another creator. You can still activate the first chest made on that frequency.
This way you can have the convenience of regular Ender Chests with less storage. Or...
You could have the bonus storage of Frequency chests with multiple frequencies, with less convenience.

ender chest contents are stored on the player file, so size issues could crop up dependant on the identification system used. In modded, they universally use a 2-part, 3-dye system where the 3 dyes indicate the channel and the use of a diamond sets the privacy (so a public blue-blue-blue would have a different inventory than a private blue-blue-blue). With 16 dyes (times 2 for public/private), that's just way too much to keep on the pfile and I'm not familiar with how the mods store the info.
OP didn't detail the freqency identification system, though, but I imagine he was probably thinking on the order of about 2-4 doublechests worth of space divided into single-chest amounts.
Being that it's stored on the pfile, though, and nobody can touch or even see the contents, maybe the entire idea of an in-world chest should be rethought...maybe a key that you use to pre-empt a regular chest (or possibly anything with an inventory) or a 1-use item that unlocks the feature permanently (which you access directly via the inventory screen as a form of backpack). With shulker boxes, silk touch, and ender chests, we're already approximating the backpack so I don't see how making accessing the items more streamlined would change anything.

We were given Shulker Boxes which let us expand our inventory, and they are already better than Ender Chests pretty much. Heck, most people use Ender Chests just to store Shulker Boxes.
Ender chests still have a distinctly different purpose than shulker boxes though, the fact they're used to carry around shulker boxes proves that.
This would do the same as an ender chest, provide universal storage regardless of where you ar in your world. Except it would be better in every way compared to the existing ender chest, making the ender chest obsolete.
Yet Shulker Boxes are better than normal chests, and will obviously be better than Frequency Chests since you do not have to go looking for another Frequency Chest just to access your storage. Same goes for an Ender chest. Once you have Silk Touch, you can carry your Ender chest wherever you go.

These won't make enderchests obsolete. This is something different. With this, multiple people could access the same chest from different places.
