Plenty of people, including me. Unfortunately, a lot of people don't like the idea because it would either cause a lot of lag or because it would have to be a purely visual effect. Still, I think it's a good idea, and I don't care if it's a purely visual effect.
Optifine already has this feature. It is called Dynamic Lighting. I do think this should be put into vanilla versions though, because it is pretty cool.

Nope. Like in every other thread that suggests this, I'm gonna repeat what's in those threads. Laggy dynamic is laggy, and it's just not needed if an entire cave can be permalit with torches placed everywhere. It's like using a flashlight on the brightest sunny day ever.

Do keep in mind, though, that there are plenty of people with low-end PCs who would lose a hundred or more FPS.

As for usefulness, well, it is pretty useful to know what's going on before you put any torches down, or early game if you find yourself in a dangerous spot with only a few torches left. I use it all the time when playing with Dynamic Lights, and yet torches in my hand don't make placed torches obsolete, or vice versa.
Do keep in mind, though, that there are plenty of people with low-end PCs who would lose a hundred or more FPS.
If your PC is capable of getting a hundred or more FPS, then your PC is not low-end. Besides, the only reason you would lose a hundred or more FPS is if you had literally thousands of FPS normally, which is probably higher than any conventional monitor could update and quicker than the human eye can process information.

Well, like I said, implemented correctly, like in the Dynamic Lights mod by Atomic Styker, dynamic lights will only have a marginal effect on most PCs.
I also see another problem. The addition of dynamic lights, if bad implemented, could do to any shader mod non-compatible and impossible to apply to the game, that is a big and important problem.
I prefer have dynamic lights still being a client illusion easy to activate or deactivate, and not forced nor obligatory in the game.
Becoming incompatible with mods is hardly an issue, since Mojang does that all the time and the mod authors can just work around it anyway.

Maybe not with any old torch, but there could possibly be a special type of torch that places a temporary torch at your feet, perhaps.
