Blast enchantments are basically enchantments that allow you to shoot blasts from a weapon, similar to the way it is in Hypixel's Tnt wizards.
How do you get them?
It's kind of simple. First you get a blast enchantment on your sword, or on a book to apply to any other weapon. Then you combine the weapon/tool with one of the three items for the different blasts: Fire charge for a fireball, Nether star for shooting wither skulls, and a dragon egg for a enderdragon fire blast. Combine the desired item in the anvil and you have a sword that can shoot blasts at people. To shoot a blast you simply left click and shoot at whatever you'r aiming at.
To keep these from getting op, the wither skull will not destroy blocks, however it will give the affected entity wither for 5 seconds. Fireballs cannot destroy blocks but can set nearby things on fire. Ender fire is a constant burst for 5 seconds, but has a 30 second cooldown. The other two blasts have 20 second cooldowns. The fireball does 5 damage (2 and a half hearts) The Wither skull does 5 hp (nothing high because with wither effect it would be too op if it was too high) and the ender fire works like a lingering potion and does 3 hp (one and a half hearts) per second

I would rather these effects be more potions that could be applied to arrows, and add the ability to give your sword (or other melee weapon) an extra effect by combining a potion and said weapon in your inventory crafting (shapeless), similar to TES where when you use poison potions, they are automatically applied to the weapon you hit with next, but here we could make it 3-5 hits.
As for the blast part, I'd also like to see combining splash potions with arrows to get, for example, a Splash Arrow of Instant Damage II, where the damage is not as potent on the target, but will damage all nearby mobs and players in a similar fashion, as if it were simply a splash potion. Of course, the arrow would also have it's own damage, so the hit mob or player would take considerably more damage than other mobs or players if the shot was taken from a max enchanted bow.
