I thought, based on the title, that this would be some crappy copy paste suggestion... But this is quite original and actually useful! I don't like the compass effect, but everything else seems useful. Or good for sabotage/pranks/debuffing enemies. Would add another layer of depth to the strategy of the game. I do hope this grows in attention, if it does become popular, you should make a thread on reddit (whatever they're called). The creators of the game seem to check reddit.

This is a well-thought-out suggestion. OP seems active in updating his post as well, so props to them. I've never been a big magic user in Minecraft, aside from potions, but I'd enjoy using a system like this. Might make the altar a little more expensive, but that's just my opinion. Otherwise, I'd support a system like this since it's original and seems like it'd be useful.
Thanks! I didn't make the recipe too expensive because of the sheer quantity of items need to make use of the Ritual. Plus if you want to make it overpowered you're going to need to beat the Ender Dragon and grind for those items you need in the Ritual. I thought of it as decently balanced but that's just my opinion.

I like this idea, but I have a few notable problems with it.
For one, some of these effects seem like they could very easily be used for griefing. The ones that particularly grab my attention with this concern are the Compass and Nether Quartz. You could very easily jam someone's redstone machine, and if the ritual structure is hidden underground, it could be even harder to find and destroy, not to mention if the server has plug ins that prevent you from destroying other player's blocks. Other ones I would imagine would be a greifer's friend are the feather (which could jam many mob farms), gold nuggets (which could be used to cause lightning to strike another player's house), the Blaze Rod (I shouldn't even have to explain this one) and Slime Balls (Which could be used to fill someone's house with aggressive slimes.) There are probably others, but those are the ones that stand out to me.
Also, would it be possible to, say, stack two ritual blocks together and allow them to share the same pillars? If that's the case, the griefing possibilities would be almost endless.
I do like the idea of rituals, though, and some of these effects would be really nice for single player. A few adjustments to the balance and I would certainly support this. I also like the idea of the pillars being made out of Nether Quartz Pillars as it would require you to have gone to the Nether before making it, and it would give more use to the item.
Semi-support, the idea isn't bad but it definitely has some issues to iron out.

Now that I think about it, this would be great for both SMP and potentially mapmakers. They could set an area to be impossible to enter until a set time has passed, creating a way to progress through maps sequentially.

I agree you, a lot actually, some effects in this are more place holder than final. It's hard coming up with unique and practical effects for each item, I mean you should have seen the original effects. Those versions were ridiculous. And about your other point, you can't really stick two altars on top of each other. The pillars have to be 3 high blocks if they are 5 high to support the second altar that's on top of the first altar, then the pillars aren't 3 high anymore making it invalid. Altars can't share pillars unless you build the ritual spaces next to each other not on top. And like I said, the effects are somewhat placeholder but if someone doesn't want rituals being abused on servers with those kinds of plug ins then they could just disable rituals or implement them in a different way. And like I said, some of the effects are going to be changed but if you have a suggestion for one of them I'd love to hear it.
