Ok, before you reply with something like, "This is overpowered/cheating/pointless!" just hear me out, a'right? I know a LOT of people are against a /fly command, but before you vote "No" on the poll please make sure you have some valid reasons first. Please don't say no simply because it's something Minecraft "never had before".
The complete syntax for the /fly command would be this:
/fly [entity] [flight speed (range of 0-5) ]
NOTE: Flight speed would change the speed that you fly at. Doing /fly @p 0 would prevent the player from flying at all in survival mode. The /fly command would have no effect on players in creative.
The command could also be a game rule, such as:
/gamerule allowSurvivalFlying true
This would of course be useful in various situations. I myself work with command blocks quite often, but I've always longed for a command like this because it would make my command creations much more interactive and exciting, for example maybe making jet packs or capes with command blocks. Regular survival players would enjoy this as well; I've lost count of the amount of times I got lost in my survival world and couldn't find my way home. This command would fix that, giving me the ability to fly back to my house.
Before you tell me that this is too overpowered, I'd like to list some other commands that are not only as overpowered, but possibly even more overpowered. For example, if being able to fly is overpowered, then being able to fly and break blocks instantly and get any item you want out of thin air must be overpowered as well. So should we get rid of the /gamemode c command? What about /gamerule, which can make it daytime all the time and make crops grow instantly? Or /give, which people use to summon enchanted items right at their fingertips? The list goes on!
If you don't want this in your survival world, simply don't use the command. If you're worried that someone might try to use this to troll you, keep in mind that if they have cheats enabled (which they would have to have so they could use /fly) they could just troll you in creative mode anyway. This really would have no effect if you didn't want it to. The console versions enable to fly in survival mode. Why not PC, where it can be used by many more people? While creative mode and spectator mode are both very useful, sometimes a player might want to fly, but not be in creative/spectator mode; that way they're still in survival, but it is easier to find caves and such.

Nevertheless, this command can be useful for building purposes when in Survival you cannot build high-rise buildings.
This command already exists! two in fact! /gamemode 1, and /gamemode 3.
Because there is no situation in which you have to fly, and Creative or Spectator mode wouldn't work for you.
No situation, huh? That seems pretty definite O_O. But I can think of a bunch, especially if you can just stick this in a command block for later.
-You are on a server that wants there to be quick methods of travel, but doesn't want teleportation for whatever reason (sightseeing, easier variety in the destination, ect)
-You want the player in an RPG to gain the powers of flight for a bit. (say like, a Wind Mage or something)
-You want a parkour with a special twist.
-You want a bunch of flying zombies (at least, I believe this is part of it, cause its says [entity] rather than like, [player]. -And if it doesn't, it would be a fabulous idea to add that I can imagine a whole world where everything flies, cows, sheep, creepers, skeletons...)
-Giving players on certain servers mobility, but without the power of mass destruction at their fingertips.

If you want a mystical way to get to a high place in an adventure map, or a fun twist for parkour maps, try this (it only works in 1.9)...

Tweak the numbers however you like to get the effect you want. It's the Shulker's levitation effect, and you can adjust how quickly you levitate.
But /fly in survival just doesn't fit the 'survival' mode, mostly because I'd use it more than blazing a trail and adventuring out into the wilderness (the flying would make survival sort of boring if I could fly whenever and wherever I wanted). Plus, it would devalue the Elytra. But that's just my opinion.

I like this idea, sounds like a good alternative to give players creative or spectator on a map if you want them to fly. And I like the idea of fly speed too!
Maybe make it so you can fly faster than normal? that would be handy if i wanted to explore a large map.

I can't find a reason why you would have to fly is survival except for transportation which we got Elytras for. I'm sure this would be good in a minigame server or adventure maps, but plan survival no. So I'm mixed on this opinion, I mean you clearly don't want to give someone creative just to fly. I wish there was another solution like a potion of flight or something, even if there was no way to get it in game.

Not really - in fact, they would likely be easier to program than terrestrial mobs (less checks in pathfinding).
