If you've ever had a cocoa bean farm, you'd know how hard it is to get a Jungle sapling. Even with Fortune III it is nearly impossible to obtain Jungle Saplings. I suggest that Jungle leaves once decayed have a slightly higher chance to drop their saplings. This is what I think it should have.
4% chance to drop Jungle sapling instead of 2.5%
4.5% chance to drop Jungle sapling instead of 2.78% when using Fortune I
5.25% chance to drop Jungle sapling instead of 3.125%
6.50% chance to drop Jungle sapling instead of 4.17%
I feel that it would at least give us players a chance to replant Jungle trees and obtain an extra one instead of hoping for one measly sapling to drop so we don't lose our farm.

If you grow 2x2 jungle trees there is no problem getting enough saplings over time without using Fortune on the leaves; I believe the reduced drop rate was due to the much larger size of the trees and to give players an incentive to grow big trees, or possibly make it harder to grow one since they do give you a lot more wood (wood is not very valuable though given how easy it is to get). In my experience a big tree almost always drops at least 4 saplings and can drop more than 10 on occasion; I've heard that they have less leaves since 1.7 (presumably an attempt to reduce leaf decay) but that shouldn't be a problem.
Also, based on what the Wiki says about the structure of small trees (oak, birch, jungle) they have at least 50 leaves so you should on average get more than one sapling even from small jungle trees (2.5% * 50 = 125%). You'd need a larger backup supply of saplings than with other trees but you should have one anyway since even oak and birch trees may not drop anything, especially if you try growing them so their canopies overlap (oak trees can grow right next to each other).
I don't see any reason why they can't have a 4% drop rate though; if they intended players to grow big trees then they would have nerfed the drop rate of spruce saplings when they added 2x2 spruce trees.
On topic though, I never had a problem getting Jungle Saplings (as was said, the drop rate is lower to encourage farming of 2x2 Jungle Trees), but this also doesn't hurt anything.

Also you don't need to grow jungle trees to farm cocoa beans.
I've got a cocoa bean garden made up of 2 pillars of jungle logs 3 high.
That provides 24 locations to plant and grow beans which has supplied me with more cocoa beans than I have use for.
4 pillars 4 high would do 64 pods at a time. No climbing required.
Edit: I just occurred to me that you could build a house out of jungle logs and just grow your cocoa pods on the side of your house. That might make interesting decorations.
As far as growing jungle trees goes, I have a tree harvesting pond just for growing jungle giants (2x2 trunks) and 12 saplings averages ~15 saplings returned so I'm gradually gaining on my sapling inventory.
By using a pond that feeds to a hopper/chest pair I don't lose any saplings due to not getting down to the surface in time.

I have no idea what you're talking about. Jungle saplings are pretty easy to get. Just create and chop down 2x2 jungle trees.

If you are in Creative can't you just get Saplings out of the Creative Inventory?
