Or just have a gamerule or plugin (the latter of which exists I think) that enables/disables broadcasting earned achievements. (Especially since a lot of the achievements aren't noteworthy. I don't really care if Timmy the Newbie joined my server and pressed E, thanks.)
Personally I think this just get rid of "garbage achievements". To me an achievement is something that actually takes effort to do. Killing the Ender Dragon or Wither is an achievement. Building a 500 block long rail is an achievement. But opening your inventory? UGH!

This is already in vanilla; edit server.properties and set "announce-player-achievements" to false:
As for "taking inventory", I think it is a bit pointless altogether, and note that in 1.7 they made "time to strike" and "time to mine" not require that you make wooden tools first; you can even find diamonds in a village and make a diamond sword/pickaxe and still get them (plus "getting an upgrade").
Also, one possible issue is that the prompt "Press E to open your inventory" (which makes the achievement even more pointless) doesn't always show up (it always does in older versions, e.g. 1.6.4 if the stats file is reset).
It is based on the fact that almost all people just go straight into punching wood without checking inventory first.
What follows is that they just go further into the game, like getting a crafting table, crafting a pickaxe, and so on.
And almost all will complain that the achievement system is broken because they would punch wood again 10 days later...
Achievements are pretty much fixed now, but I support.
