So what I was thinking was something like a lightbulb that can be powered by redstone. Something like a torch, but brighter (light level of 15), can't be extinguished by water, can't burn out (when Notch adds the ability for torches to burn out) and will keep running so long as they are connected to running electricity. Maybe have it built like this?

I just said that part of the idea was so you DIDN'T have to go to the Nether to make it.

If it makes things shift, could it not then act as it does to a redstone torch, but on a far stronger scale?
How about you make a circuit to the lightstone and put a lever on the other side to make it admit more light.

A redstone torch doesn't need power to function, you just plop it on the ground and it lights (or, well, kind of does) up. Also, lightstones have the brightest light available afaik, so making them brighter would require some internal game modifications.

So turning it into a light bulb wouldn't make much sense, if thats what your implying.
