As far as I know, they don't exist; the Minecraft Wiki page for NPC Villages says that they will currently only spawn in desert and grassland biomes, unfortunately.
Sorry. Strict minecraft biome codes make it to where it's impossible for a village to spawn in a snow biome. It's the same for mushroom, extreme hills, ocean (yes oceans are biomes), and other places. Deserts and grasslands are the only places where villages can spawn.
If you find somebody who happens to be skilled enough in java who can change the way Biomes generate NPC villages, then that would be the only way I can imagine that you'll find a village in a snow biome. Sorry. :L

Hmmmm.... Here's my advice to turn a grassland biome into what you want.
1.)Get NBT edit and find a world with a village in a grassland.
2.)Plant some trees all around.
3.)Using NBT edit screw around with the value of the worlds seed until you change the biome of the grassland into a winter biome, and tah dah! You should create an artificial winter biome! :biggrin.gif:
The reason I said to add trees, is because it won't actually change the way that chunks already loaded were generated, but it will change the climate and how any new chunks made will form.

The only bad thing about that is when you finish fiddling with NBT edit and have the correct see you want, any chunk that you didn't load in the previous seed and load in the last seed will end up funked up and very out of place.
Pretty sure that is not possible. Sorry dude :sad.gif:. What you could try is using MCedit (I've never used it but I've seen other people use it) to find a village and move it over to a snow biome in the same world.
This is what I would do. If you have a map with the NPC Village close to spawn, and another map with a snow biome close to spawn, then go into your .minecraft folder>saves, then delete the region file for the snow biome map, and take the NPC map's region file, and put it into the snow biome's folder. Open. Up minecraft and go into the world where you replaced the region file, and there should be ice! Now wait for it to snow (or if in a multiplayer server, type, \toggledownfall) and it'll start snowing!
