Smeltystone's first mistake was the "seeds are only numbers". His problem now is that he necroed the post that is for an old version of Minecraft. Look at all the people trying this seed now, thinking that this seed is for 1.8 or 1.9, even though it's months old.
It went for an hour without replies, and then you brought it back. It needs to die.
Of course they can. Seeds can either be signed integers or up to 32 text characters. The text will be turned into a number that is a representation of that text string which is then used at the seed for the world. See my post #410 in the Seeds FAQ for more on this subject.
For anyone reading this: this thread was started in 2011 and is seriously out of date. Be aware that the seed mentioned will ONLY work as described in a Beta version of Minecraft.

The latest version out at that time was Beta 1.7.3.
The Java world generator has changed several times since then.
I don't think Java seeds and PE seeds ever created the same worlds.
BTW "-1143800813" is the numeric equivalent of "relentious".
EDIT: I've just tried this seed in Beta 1.7.3 and Beta 1.8.1.
It works as described in Beta 1.7.3. I was spawned at 0,64,0 inside a dungeon with a mob spawner.
By using NBTExplorer on the closed game file I was able to change my position to 0,84,0 and when I restarted the game I fell to the ground at 0,80,0 in the middle of a large desert biome. I had to travel a fair distance to find and harvest some trees.
When I tried the seed in Beta 1.8.1 I spawned in a large forest with a lot of wolves and a few sheep.

I just tried it out in 1.13.2 and it spawns in a flatlands. But if you fly a bit towards the ocean you will come accross a deep frozen ocean, so thats cool
