Normal potion colors are still available for mixing. The "CustomPotionColor" overrides that if specified, which is to be expected. You don't have to use "CustomPotionColor"...

Well then why were the colors mixing correctly with that command that didn't have the "Potion" string tag in 1.10 and lower? That is what I don't understand.

As far as I know there were issues in survival mode when upgrading potions from pre-1.9 (where potions used the Damage value to determine potion type), and the result had to be the requirement for the "Potion" tag with a valid value. Anything else is an "uncraftable" potion with a default display name and locked color for indication. I don't play survival though, so I don't pay too much attention to survival bugs. I'll add that into the thread, though I'm not sure which snapshot that happened in.
Please keep in mind that the NBT we have access to with commands is not specifically designed for commands. It's designed for saving and loading the game, first and foremost. NBT issues in survival mode overshadows what "out-of-bounds" manipulation we do with commands. We are expected to comply with the save format, not the other way around.
Ideally our direct access to NBT data in commands is removed and replaced with a proper API, so that any under-the-hood changes to the codebase only needs to be under-the-hood (i.e. the API access remains constant while any internals of the API can be fixed up to coincide with code changes, unlike the way it is with our NBT access). But that would be a monumental task, would break every map, and it would be a new structure to learn.
"LocName" is already listed on the page (under "All items"), and the "Decorations" tag is not new.
The markings on the map are automatically generated by the game at random (and aren't representative of the actual area). It's essentially just fake map data, which can be done for map data with a map editor.
Seriously, I just want them to add block states to the CanBreak tags so I can finally make a pickaxe that can only break the cracked version of stone brick.

OK, well that's all well and good but what if they don't include unique colours for blocks of wool? I've kinda been waiting years for the ability to use yellow dye as a key for penetrating specifically yellow wool and so on with the other 15 colours...

You can simply do a google search of "decimal color value" and use any of the generators listed, such as this one.

You forgot one more change: Maps now got optiona tags for markers and translation names (for Exploration maps)
And it's quite interesting part - you cannot get map with your own marks (tried several times, didn't work.)
UPD: was able to get marked map, but now two problems - somehow I cannot use "scale" parameter neither for usual, nor for marked map.
Also, playericon is not shown on that map at all, while map itself updates correctly

Ok, i got it about tags, thank you. But what about those marks?
Do you see any way to ADD this fake data in game, via commands? Not with some out-of-game editors?
I've allready managed to do that with command for allready existing map

It's planned that a number of block states get split into their own blocks, see https://bugs.mojang.com/browse/MC-105922
so that'll most likely not be needed; you'll be able to target those blocks seperatly anyway.

They also seperates the shulker boxes, so the wool, stained clay/glass (pane), carpet and dye will follow for sure.

"source" (byte)
1 if the extension represents the piston itself, 0 if it represents a block being moved by the piston.
