I DO know this has nothing to do with enchanting but it has a similar problem. Just like enchanting, in vanilla, you can't have pre-enchanted items from cmmd. blocks. Nor can you have pre-dyed armor as far as I've seen. Does anyone know how to have pre-dyed armor from Command blocks?
I am only posting this message because this problem is similar to the enchanting items problem, as I have that problem as well.
The above would, for example, provide a regeneration potion. Note that this doesn't apply a potion effect, just puts the potion into the players inventory (though I'm still rooting for the day that we may hopefully be able to apply potion effects directly via command block!)
I'm also working on a map that needs pre-enchanted items, dyed armor, and just about any other thing that we all wish we could do with command blocks without mods. But I guess the only way to give pre-enchanted items (with a single command block) is with mods, or by using dispencers and a world editor. Well, this DID help... more helpful than the wiki actually.
You could try using data values in the /give command. If you wanted a protection enchantment on your chain helmet, do [give] [@p] [302] [1]. I also like the idea of giving the item and then enchanting it with command blocks.

Actually, no, That would give you a chain helmet with a durability of 1.

So a while ago I downloaded single player commands, then I found out about teh enchanting any old thing, just with commands. So then I made a thing i call the Combustion Catalyst (It sounded cool) and started killing stuff with it. (Also, it is magma cream with knockback 5, sharpness 5, and fire aspect 5.) I tried to create it later with command blocks, but it didn't work, and no one else seems able to do it. now I am sad:(
