Yes to the latch block as proposed. But I'd like it to be as SkyshockX suggested, with the "clock" signal entering at one side instantly exiting from the other side, presuming this wouldn't cause lag. If it would, then a 1-tick delay would be acceptable and players would just have to cope with it.
As for the Redstone block, I'd still like some form of Redstone conductor which is "straight-line". That is, you place it and it orients itself depending on the direction you're facing, like tree blocks, and it can only accept a Redstone signal from one end and deliver it to the opposite end. That way you can have Redstone conductors within a 1-block space without them connecting, and vertical Redstone connections as well. Turns and junctions would still be created with Redstone Dust. The signal would still decay and require a repeater to keep it going. I've made this suggestion before.
Add the ability for repeaters to be free-standing and either vertical or horizontal and that's everything you really need to cover all of the main suggestions I've seen here.

Secondly, the addition of vertical redstone would in no way impact creativity. Like Magix said, vertical redstone would simple be a tool to compact redstone circuits, and would not change the amount of creativity needed to build them. Most of the suggestions here represent gaping holes in the current mechanics of redstone, not significant additions to redstone. Even your suggestion of fixing the redstone north-south problem could be called out as: "If you want the north-south problem fixed, just use mods, or deal with it. People currently deal with the north/south problem, so if you change it, you are taking away our creativity."
I've had to get creative to deal with the lack of vertical redstone or the north/south problem, but that doesn't mean that they both aren't glaring issues that should be fixed.
I want a chest that can pick up items when they touch them, or the ability for dispensers to plant things, and bonemeal them etc....
Or maybe a surveillance cam? When it is given a signal, it takes a pic of the direction it's facing. It would really help to prevent grieving in smp.

What I do have to say is that there is a difference between making convenience updates that allows you to compact stuff etc but still involves logical thinking, and then there is the stuff I dislike redpower for where you just have single blocks for everything. If they add a T flip flop block, nobody will have to know how you can actually build a t flip flop. Same with any memory. It takes away from the learning experience which is crucial to becoming good at redstone imo.
But I could be proven wrong, if they decide to go for that I will use it and see what happens, and this is the open mindedness that a lot of people don't seem to have, and I don't understand that. Aren't you guys bored of the old redstone yet? I can see newer people not being, but I've done redstone for almost a year now (and of course on a very small level before that), and I find myself rarely logging in to do redstone anymore because there is no sense of discovery or learning. I know everything there is to know about redstone mechanics. That is not to say that I'm great at redstone, I could get into logic, etc, but I feel that new redstone mechanics would actually inspire me to log in and mess around with stuff again.
What minecraft needs, redstone wise is a compact timer block. currently we have repeaters which take up a heap of room for long delays and piston clocks which arnt that great either and it would be so much easier if you could have a timer block which outputs a redstone signal after the set amount of time. you could set it by right clicking opening a window where you can choose a delay to anything from 1 to 100 or so
ticks. it could start counting once its input detects a redstone signal.
imo I'd like something that can't be done currently. Period. Regardless of how glitchy or uncompact it is, if it can be done it shouldn't be added. Think outside the box people!

Would also replace the "insta-repeater" thing.

Agreed so much. What redstone needs is somesing new. Circuits, timers, gates, and such should not be squeezed into a new block. That said, it can't be too outside the box. The item added should have very diverse applications (such as a redstone block).

I can see how it would allow cool new inventions, as well as new ingenious ways of making current redstone contraptions better or more compact, e.g. hidden doors.
Also, to those "why make new blocks that compact existing cicuits" arguments; there must have been similar arguments before the introduction of the repeater block, which I think most of us now take for granted. Do you really think we are better off without repeater blocks? No? Then what's the problem?
Why not give us the chance to lag the hell out of our pc's? If it's too preformance intense, don't use it and slow down your circuits. I don't see a problem in adding a 0th setting to repeaters.
That's my thinking as well; especially since faster circuits are messy piston-monsters and cause framerates not unlike one frame per minute. Might as well upgrade repeaters by adding an extra setting or something.
Come to think of it, maybe THIS is how "bluestone" could work. Instead of just being insulated wire, bluestone could be used to make "special" versions of all components.
Bluestone torches would be FALSE by default instead of TRUE; alternatively, they could be instant... to hell with the "false by default" torches, I want INSTANT torches.
Repeaters would be instant.
Pistons could launch objects and stickies could push/pull entities.
Lamps could emit colored light, or emit sunlight.
Dispensers would inhale entities (legit mob eggs?).
Rails would be faster, or even better... could be placed UP walls and on ceilings.
Dust would be "magnetic", and could be placed on walls and ceilings.
Of course, this is more in the territory of a mod than anything, and would be too radical a change for Jeb to consider. That said, I think it nicely summarizes most of the requests people have been making.
Also, why not remove the piston BUD bug and add a dedicated BUD block? This solves having the separate the wire from the piston 2 blocks apart, or using glowstone and it shuts up the people who think it is a bug.
An option to stop redstone from emitting light would be helpful with relieving lag in larger scale redstone. Probably wouldn't be possible for it to be changeable on a server without having access to the server files.

You can make all the lightning client side, including the redstone light updates.
