Maybe what you mean is kind of a 'hardware os'? Meaning a computer that has certain instructions, memory, input and output?
That's just a program, not an operating system. I mean an operating system. I'm not sure how to describe it, since I don't know much about anything past ALU level.
What I described was not a program, it was hardware; the computer system itself. Here is the breakdown:
Computer: The physical machine that has the memory, input, output, registers, and CPU.
Program: A chunk of executable code that is stored in memory; can be anything.
Operating System: A special type of program that manages other programs, provides functions, manages hardware ports, and provides services for programs running underneath it.

I was mainly hoping for a simplified User Interface and managed system resources/programs.
I don't think that there are any computer systems currently in existence which will be complex enough to require an operating system.
We'd first need a massive improvement in the density of memory storage in order to easily switch between multiple programs, but I don't see how an OS would help with this when you could simply set up a button for "Run Program 4".

Just a lil help but you can get a bot spawner for bukkit servers witch keep the 14 chunks aroubnd them loaded like a normal player.
i use em a heap for my 12 hour clock

Density of Memory could be worked around with bots or multiple people. (or just compact memory) Also, wouldn't you love to load multiple programs?
