What do you want a texture pack for? If you're not changing textures you don't need any textures, the pack only needs to contain the specific files you're actually changing.
Go to: .minecraft\resourcepacks\
Make a folder with the name you want to use for your pack.
Open notepad, paste the quoted text below and save it as pack.mcmeta inside the folder you made.
Get the pack.png file out of the Minecraft.jar file and put that in the folder you made. Edit it if you want to.
Inside your folder make a new folder called "assets", open that folder and make a new folder called "minecraft".
You now have a resource pack that is ready for you to add sound or texture files.
You'll find the normal sounds and music in .minecraft\assets\ and you should mirror the location (the folders the file is in) and filename of any file you want to overwrite.

I hate the new signatures. I can't even add a creeper to show my anger.
It works for me, but as soon as I add the folder labeled blocks, it won't allow me to use my pack and switches to the default every time i click on mine.

The textures are in the .jar files as before, but the snapshot .jar files are in .minecraft\versions\ then a folder for the version. Not that they're now in a textures folder and a lot of the file and folder names have changed so you need to mirror this new system.

Just open the .JAR file navigate to your texture pack click convert, then once it says "All done" drag the NEW copy of the texture pack (will end in the same name with a bunch of random numbers) into your resource pack folder (opened within minecraft options).
When I click on the link for the updated TextureEnder tool now, it has me download a TextureEnder.zip file. When I extract it, all I see are folders and class files. I do not see any executable file anymore. What am I missing? I did download the original .jar on 6/14 and it was simply a .jar file that I have already successfully used to convert texture packs into resource packs. Dinnerbone tweeted there was an update to the TextureEnder a few days back and every link I have tried to use since then just gives me the same .zip fileto download that I do not know how to execute anymore. Hopefully it is something simple that I am just missing, but I have not seen anyone ask or address this at all. Please help!

To make a resource pack from scratch is very easy and you should really be doing this instead of making a texture pack and then converting it otherwise you're going to be converting forever instead of just making the pack correctly in the first place.
To make one (as of snapshot 13w25c):
If you haven't played the latest version yet then run the game with the new launcher, play the latest version of the game so the necessary files are downloaded and then exit the game.
Go to .minecraft\resourcepacks\ (you can access this by clicking the open resource pack folder button ingame (or in Windows you can press Windows Key+R, type %appdata% and click okay).
Make a new folder in .minecraft\resourcepacks\ and give it the name you want your pack to have in the ingame menu. I'm going to call mine Pack Folder for these instructions.
Go to .minecraft\versions\ and open the newest version folder (.minecraft\versions\13w25c at the time of writing).
Open the .jar file inside the newest version folder (.minecraft\versions\13w25c\13w25c.jar at the time of writing) with a zip program or something similar.
Find pack.png and pack.mcmeta (they're loose in the .jar file, not inside any folders) and extract them to .minecraft\resourcepacks\Pack Folder\.

I changed ward to a song I like but when I play it in game it doesn't play anything ?
The song MUST be called ward, else it won't work. Just put the song in your record folder, get rid of ward, and name ward EXACTLY the same as it says, so it MUST be called ward.ogg (or what other . file it is called)
so, i have my music tittled ward, and it still doesnt work. do i need to convert it into a ogg file?

That happens to a lot of Jar downloads on Internet explorer, there are two fixes, either download it on something like Google Chrome or Firefox, or go to the search bar and search "Folder Options". In it, click the "View" tab and uncheck "Hide extensions for known file types" then click apply, then close the application and rename the .zip to .jar and your set!

Edit: Im having trouble changing the name of a music disc. I can't find the name in the us language file, all i found was the name for "music disc", when i need to change the name of a specific music disc.
