I've enchanted about 50 books so far, all at level 30, and not a single one had Fortune. Is this a bug or is Fortune just really, really rare? I've already Googled around but found no indication that this shouldn't be happening.
Books have a chance to receive every enchantments in the game so it is actually a lot harder to receive rare enchantments on books. When you enchant a tool you get a targeted enchantment so books should be more to buff existing enchantment items for cheaper but doesn't fully replace the existing system.

but yeah you're wasting your time enchanting books, but they're an awesome awesome feature for FINDING in dungeons and add an ability to almost customize your weapons.
my advice is never enchant a book in a real run of minecraft it's a huge waste of time especially since they can only have one enchantment but go out and look for them
I have found infinity and silk touch in dungeon chests and it seems like they are more common in chests
not sure though about the common thing.
I've actually found enchanting books to be quite useful. Enchanting a couple at moderate levels (like 5-20) eventually yielded an Unbreaking II that I could put on my already powerfully enchanted diamond sword, and it was relatively cheap to do so (only costing 15 levels to put the enchantment on at the anvil).
And while trying to get unbreaking, I got feather falling II and protection II and put those on a new pair of diamond boots (my old ones had worn out) and that only cost 9 levels, 3 for the first and 6 for the second.
I think the problem is that people are spending 30 levels on books, when that is not really economical, seeing as you can only get 1 enchantment on a book. Spending moderate levels when you have some spare levels allows you to stockpile enchantments. Sure you'll probably get a bunch of 1s and 2s, but you can combine those if you get enough of them.
Anyway, that's just my thoughts on the matter.

It is completely random which enchantment you get. However what the other people on this thread said is good advice. Just go hunting in dungeons for them.

yeah but in the end it's probably not worth it with how much you would have spent mainly considering it gives any random enchantment
so you could need an armor upgrade and then get bane of the anthropods 2 when you could spend that same 10 levels on just the item and be more likely to get what you want
as I stated above books are only good for finding in dungeons as a free enchantment it's really rewarding to take home.
I find enchanting books very useful. I never enchant a book at 39 because it would be a waste. THe highest I go for a book would probably be 25. levels 5-25 are a pretty good range for books.

Same goes with Silk touch, it's got a local maximum at level 26. Move the torch to a corner space of the free spaces around your table.

When I enchant them I hope for:
Silk touch (rare)
Thorns (rare)
Unbreaking (not that rare but very usefull)
28 is the best level to enchant books.
