Is there any good reason aside from using skeleton ID which is a terrible idea in my opinion.
You already said the reason. The way wither skeletons are now is terrible. They really need to be worked on. What they did is like not giving zombie pigmen, magma cubes, cave spiders and mooshrooms their own entity IDs.
I don't count wither skeletons as new mobs right now, because they are exactly like charged creepers, saddled pigs, sheared sheep, villager zombies, etc.

I think he knows that. He is just asking why we don't have a Wither Skeleton Spawn Egg that has a 100% chance of spawning a Wither Skeleton in the Nether and Overworld.

Wither skeletons die fast, but they give one heck of a punch.
The fact that they use the same ID creates problems. The top halves of their heads can't be hit, and clip through 2-high ceilings, they don't have their own spawn egg, etc.
It is the same with zombie villagers, but at least you don't have to be in the Nether to spawn one of those guys.

The zombie villagers don't effect you in any way other than it being a different skin for a zombie.
The Wither Skeleton is a direct way to get to an end game. It doesn't make sense to not have a spawn egg for Whither Skeletons. As it is set up now, there is no way to implement the Whither in an adventure map, nor implement the Whither Skeletons as a miniboss in an adventure map.
There is simply no reason for it, other than not feeling like writing the code for it.

In the code, there is an attribute called "SkeletonType". If the attribute is set at 0, the skeleton is normal. If It's set at 1, it's a wither. In Nether Fortress, I believe there is an 80% chance of SkeletonType being set to 1, making a Wither skeleton. That last 20% is the chance of a normal skeleton being spawned.
I'd imagine they share the same ID in order to make that attribute easier for the game to change during spawning. If that's the case, then it's a little lazy on Mojang's part. Otherwise, I don't know why.

For mapping it would be a nice addition to have wither skellies and spider jokies eggs, it would add another "usable" mobs in adventure maps or other maps.
Not sure if you can create spawners for those mobs using MCEDIT.

That's terrible. If they wanted regular skeletons in the nether so much I don't see why they couldn't add a low spawn chance for regulars.

Agreed, it's a pretty dumb solution. Oh, speaking of regular skeletons, I find it hilarious when the skeleton's bad aim causes it to hit a distant blaze.
