Suggestion: Turn VBOs on. It should fix the problem.

I don't even know what exactly the glitch is, could you explain it?
Massive visual glitching, flashing blocks all over the place. It's just visual, so it won't corrupt your worlds. Just remember to always keep VBOs on.

Ahh, this used to happen to be in forested areas in 1.8 and only 1.8. Not 1.7, not 1.9 just 1.8. It was Open Gl Error 1285. (Yes, I play on a laptop, hate me)

The issue is in Java. It is a buffer overflow with directx, opengl, and java, when VBO is turned on, then off, or off then on what happens is, the map is loaded into vram when VBO is turned on and the game is then unloaded from system ram and loaded into vram or vice versa. It is no longer copied into system ram or video ram depending on the setting, because direct x doesn't copy it back to system ram or vram. Direct X doesn't work well with opengl commands perfectly.
This doesn't happen on a Linux system or a Mac, if you want the bug fixed, use Linux or Mac and forget Windows. Windows sucks and should not be used by anyone.

Back when Macs still ran on PowerPC hardware I played with an early port of Linux on one. Had to hand build the bootloader and it certainly wasn't for the faint of heart but I was SO pleased when I finally got it to boot up with a penguin on it. Sadly the company decided to get rid of them just as I was going to try to get a BSD variant up and running on one of them. Interestingly enough a couple years later Jordan Hubbard left the FreeBSD project and went to Apple......
Anyhow I use Windows quite a bit as it's my primary platform for running games. Although for more serious work I use it as a terminal to various *nix environments since I have a 40" screen on my Windows box. Actually I run a lot of Windows VMs on Linux and BSD boxes - done that for like 15 years or so...
In 1.9 this glitch can occur if you exit a world and go on another one, without shutting down and reopening Minecraft:

Of course, yes. This annoy many users since it will possibly corrupt the maps.
