Shulkers are way too OP. Here's why:
First of all, the physics. Shulkers have the same physics as a block, meaning that they do not fall. That also means that they can get to many places no other mob can get to.
Second, the projectile. Since the projectile follows you around, it is practically impossible to avoid getting hit by it. Sure, you could hit it with a bow, but that's only if you have an extremely good aim. And they do a lot of damage. You can lose about 1 and a half hearts per hit with diamond armor.
Third, levitation. Now, this might not seem that OP but paired with the heat-seeking projectiles, it is. Consider this:
With levitation, your movement gets a lot slower, thus you cannot get away from the shulker as fast. This lets the shulker hit you more and faster. And when you hit the ground, already on low health, you are almost guaranteed to die.
Fourth, their protection. A shulker's shell gives the same protection as diamond armor for melee. But it deflects all the damage from arrows. This means that you have to be extremely close to the shulker if you want to do any damage. If you are close, the shulker can hit you more. And the shulker can go in its shell at any time, leaving melee attacks doing little damage most of the time.
Fifth, camouflage. When in their natural habitat, shulkers are practically invisible from a distance. This means that you cannot really avoid them because you don't know where they are. Once you get close enough to tell, it is usually too late.
Finally, transportation. Shulkers can teleport, meaning they can avoid any attack given to them. Sure, they don't do it much, but they can.
Shulkers seem to have almost no balance to them. Their only weakness is to attack them while they're attacking you, but you must be very close to do that and you will get levitation before you could really do any real damage.
I don't know what to do about it, but something must be done.

They're an end-game mob. They aren't supposed to be easy as Spiders.
They teleport because they're an End mob. That's kind of their thing. It also prevents them from being sitting ducks. You have plenty of opportunity to attack while they're shooting at you. In fact, the entire time they're shooting at you they're highly vulnerable. They weren't created just to kill you via raw damage, you're supposed to have Feather Falling and position yourself in preparation for an encounter.
They're balanced just fine. You can pick them off from a distance if they're that bad since they'll peek out sometimes. Heck, they also have a chance to drop the best storage item in the game, and they don't respawn. The End really is a place you have to come prepared to and expect to die in.

If I'd change anything, it would be to make them respawn, perhaps at a very low rate.

Is it seriously that hard to hit? I've disposed of it with few problems. I even made a minigame out of it to mess around with friends.
Physics - True, but I've never felt disadvantaged by that
Projectile - I've never really had a problem with dodging them or hitting them out of the air. Then again I typically kill Ghasts by deflecting fireballs back at them so I do have a decent amount of practice
Levitation - This I kind of agree with, but it is an end game mob
Protection - They aren't really that hard to snipe with a bow. Practice makes perfect
Camouflage - Never had this issue, myself
Teleportation - As you said, it is rare. And more often than not I've experienced them teleporting to places that make them easier to kill.
I'd reckon that the end game mob that drops a material for one of the best items in the game should be hard to kill.

Meh, they're annoying, i will say that, but i find them to be a bit advantageous during the frustrating parkour climb to the top. Shulkers aren't so bad if you have feather falling. And you get beneath a ledge in time.
It's endermen I hate. In a dragon fight i will more likely die to a triggered endermen than the dragon, especially since i always go after caged crystals first. The endermen dodge attacks too easily and they won't leave you alone once they get triggered. They move too fast to run away from and their hits are incredibly painful regardless of armor and enchantments. I can deal with shulkers. It's the endermen I really hate.
Yeah i know, they're neutral if you don't look at them, but it seems i can never avoid that when trying to watch out for magical projectiles while the dragon is flying around.
They're an end-game mob. They aren't supposed to be easy as Spiders. True, but I don't think they were designed to be just another boss.
They teleport because they're an End mob. That's kind of their thing. It also prevents them from being sitting ducks. With all the other stuff they do, that's overpowered. You have plenty of opportunity to attack while they're shooting at you. In fact, the entire time they're shooting at you they're highly vulnerable. But they're shooting at you, so you must defend. They weren't created just to kill you via raw damage, you're supposed to have Feather Falling and position yourself in preparation for an encounter. Feather falling doesn't help you that much. They still do a lot of damage.
They're balanced just fine. You can pick them off from a distance if they're that bad since they'll peek out sometimes. Not long enough to get a good aim and get your arow all the way over there in time. Heck, they also have a chance to drop the best storage item in the game, and they don't respawn. There's a ton, so they don't have to respawn. Also, the skulker box requires you to kill 2.
Is it seriously that hard to hit? I've disposed of it with few problems. I even made a minigame out of it to mess around with friends. You must be better at aim than most poeople.
I think they're too easy. By the time you're out there, you are presumably in diamond and have feather-falling (unless you like dying to the dragon a bunch of times.)You can deflect almost all their shots with a sword. Still pretty hard to aim. Also, if you are fighting multiple you might not be able to hit them all in time.
The levitation just helps rather than hinders. If you are trying to get somewhere high, maybe. But most of the time it's just annoying.
They only take a few bow shots or hits with a sword (which, surely, are enchanted up pretty well). With the new combat system, enchantment doesn't help very well because you still can only attack every few seconds, and by that time the shulker has either attacked you again, or went into it's shell.
I don't find the camouflage to be much of a problem; I just wait until they shoot again. That's when you start to fly.
And even if you were not well-kitted-out before you got there, there's so much cool armour and apples/gold out there. But you have to get through shulkers to get it.
Even if you do get into a troublesome spot, there's plenty of ender-pearls around to get away, or back down to earth if levitation takes you worryingly high. Only if you kill endermen in the end instead of avoiding them, like I do.
Physics - True, but I've never felt disadvantaged by that It's still a disadvantage whether you fell it or not.
Projectile - I've never really had a problem with dodging them or hitting them out of the air. Then again I typically kill Ghasts by deflecting fireballs back at them so I do have a decent amount of practice. I haven't.
Levitation - This I kind of agree with, but it is an end game mob Again, not meant to be the next boss.
Protection - They aren't really that hard to snipe with a bow. Practice makes perfect Even if you do snipe them, it doesn't matter because the shell is resistant to arrows.
Camouflage - Never had this issue, myself You must have good eyesight.
I'd reckon that the end game mob that drops a material for one of the best items in the game should be hard to kill. Really, shulker boxes are overrated too. Sure, it's a much better storage system, but that isn't really as important especially when you already brought everything you need with you.

Their range is only about 16 blocks and they occasionally poke their head out to look around for a couple seconds. It is extremely easy to sit out of their range and shoot them with a bow from 20 blocks away, unless they are awkwardly rotated.
If you are inside a tower, they are basically no threat because you can just power through their armor with melee and kill them before they open or as soon as they do. They do such little damage in enchanted Diamond armor (which most people have at this point) that I actually use their attacks to quickly climb the insides of towers. I also take them on without a shield, but the shield negates most risk from their attacks as well.

With the new combat system, enchantment doesn't help very well because you still can only attack every few seconds, and by that time the shulker has either attacked you again, or went into it's shell.
Oh, come on.
You can't seriously be complaining that it's harder to fight shulkers because of the new combat system. They were added at the same time. You've never fought shulkers using the old combat system.
Ender Dragons are way too OP. Here's why:
First of all, the physics. Ender Dragons can fly, meaning that they do not fall. That also means that they can get to many places no other mobs can get to.
Second, the projectile. Since the projectile can't be ricocheted, it is practically impossible to deflect it. Sure, you could run, but that's only if you have an eye on it. And they do a lot of damage. You can lose about 6 hearts per hit without armor.
Third, knockback. Now, this might not seem that OP but paired with the lack of water source, it is. Consider this:
When knocked, your movement gets a lot slower, thus you cannot get away from the Ender Dragon as fast. This lets the Ender Dragon to do combos. And when you hit the ground, already on low health, you are almost guaranteed to die.
Fourth, their health. An Ender Dragon has the same health as 20 skeletons for melee. Also it deflects all the damage from arrows when sitting on the portal. This means that you have to be extremely close to the Ender Dragon if you want to do any melee damage. If you are close, the Ender Dragon can exhale its breath at you more. And the Ender Dragon can fly away at any time, leaving melee attacks doing no damage most of the time.
Fifth, camouflage. When in the air, Ender Dragon are practically invisible from a distance. This means that you cannot really avoid them because you don't know where they are. Once you get close enough to tell, it is usually too late.
Finally, flight. Ender Dragons can fly, meaning they can avoid any unskillful attack given to them. Sure, they don't do it much, but they can.
Ender Dragons seem to have almost no balance to them. Their only weakness is to attack them while they're at the portal, but you must be very close to do that and you will faint by inhaling smelly purple breath before you could really do any real damage.
I don't know what to do about it, but something must be done.

Thats overreacting ( from my opinion) !!!
They are so easy to kill,i play only in hard level and only with normal diamond armour ( no enchanting) and its still easy to kill them . A hint for you,use ender perls!!!
Meh, they're annoying, i will say that, but i find them to be a bit advantageous during the frustrating parkour climb to the top. Shulkers aren't so bad if you have feather falling. And you get beneath a ledge in time.

Where a Pumpkin on your head, it stops Endermen from being "triggered" when you look at them.
You're overreacting so much This is a discussion. NOT A SUGGESTION. I am not reacting at all, just discussing a problem.
to a mob whose effects get completely negated when you wield a shield. Not exactly...
It's almost liek you're just not that good at the game, and want Mojang to make the end game content easier... I can't get to the ender dragon in less than a day anyway. Skill is no hope for me. But I do a lot of boss fights and realize that shulkers are essentially the hardest mobs in the game.
From the answers you have given, this entirely seems to be a lack of player skill. You say several times that you don't have practice doing it or say other people have better eyesight or other things. The good players need to be distinguished from the slightly worse players or the terrible ones like me.
Their range is only about 16 blocks and they occasionally poke their head out to look around for a couple seconds. It is extremely easy to sit out of their range and shoot them with a bow from 20 blocks away, unless they are awkwardly rotated. They will be in their shell, though.

They do such little damage in enchanted Diamond armor (which most people have at this point) that I actually use their attacks to quickly climb the insides of towers. That is entirely out of personal preference.
I also take them on without a shield, but the shield negates most risk from their attacks as well. Attacks from behind can kill you.
You can't seriously be complaining that it's harder to fight shulkers because of the new combat system. They were added at the same time. You've never fought shulkers using the old combat system.
1. Else they wouldnt give shulker boxes. Those 2 things have no relation at all.
2. Shields If a shulker hits you from behind, shields don't matter.
3. Water bucket / Ender pearl / Food Water buckets don't work in the end, and food doesn't work fast enough. Ender pearls might actually work fine, though.
4. Sneak up on them, place block above your head and mash them with hammer while using shield to block projectiles. When out in the open, that is impossible.
5. Dont go to End Cities. End cities are everywhere. In order to not go to them, I would have to leave the end.
6. They havent teleported even once when im killing them. They mostly teleport only when on fire/cactus They still can, though.
Balance- You got to the end. If you go to end with leather armour, and cant afford 1 iron ingot and 2 logs, its only your fault you cant beat them. Shulker's are actually quite a lot harder than the actual boss when put in groups, so you could get beat by them after killing the dragon.
What i think should be done about shulkers-
I would actually say that some shulkers need to spawn on main end city with Ender Dragon, so they make ender dragon fight a bit more fun. That is a terrible idea.
First of all, the physics. Ender Dragons can fly, meaning that they do not fall. That also means that they can get to many places no other mobs can get to.

Ender dragon = Ultimate boss of minecraft
Shulker = Extra challenge just to keep the game going
If the extra challenge is harder than the boss, we have problems.

I was just thinking that, I mean they are mean't to be OP and hard, it's the END.
This is one of the only mobs in the game that has actually provided a challenge. I think they're just fine. In fact, if there's a new mob getting introduced I hope it's even harder and has even more rare, awesome loot.

I think their location gives them the right to be so "Unbalanced" they aren't supposed to be easy.

To download the other ones you need to make a folder in the versions folder for minecraft and put the client and JSON file for the versions in there. They all need to be named the same aside from file extensions. Once you do that, you will be able to choose that version when making a new profile with the minecraft launcher.

From the answers you have given, this entirely seems to be a lack of player skill. You say several times that you don't have practice doing it or say other people have better eyesight or other things.

Oh, come on.
You can't seriously be complaining that it's harder to fight shulkers because of the new combat system. They were added at the same time. You've never fought shulkers using the old combat system.
(Obviously ALL of the claims above can be countered easily)
Well, you can only start fighting them after you've gone to the end, so I think them being powerful is okay.
Thats overreacting ( from my opinion) !!!
They are so easy to kill,i play only in hard level and only with normal diamond armour ( no enchanting) and its still easy to kill them . A hint for you,use ender perls!!!
Where a Pumpkin on your head, it stops Endermen from being "triggered" when you look at them.
But I still know that it would be easier.
Ender dragon = Ultimate boss of minecraft
Shulker = Extra challenge just to keep the game going
If the extra challenge is harder than the boss, we have problems.
I fell like that is a hyperbole.
Answers in red, as always.

I would rather have vision and take my chances
I was just thinking that, I mean they are mean't to be OP and hard, it's the END.
This is one of the only mobs in the game that has actually provided a challenge. I think they're just fine. In fact, if there's a new mob getting introduced I hope it's even harder and has even more rare, awesome loot.
When somebody complains about Hardcore being too easy (screw those experts...), Shulkers still fall into the category of "Easy".
Too OP does not fit in Minecraft actually...
Edit: Command-made mobs are tho (People just stuff random command knowledges they have on 1 mob...)
Sounds like some other mobs might actually need to be buffed, then.
