It seems like Bukkit is not available for download anymore, due to a DMCA (Digital Millennium Copyright Act) from Wesley Wolfe a Former Bukkit Developer.
From the looks of the DMCA request, it looks like one of the Bukkit devs is saying that because CraftBukkit contains some Minecraft server information, the code contains information copyrighted by him without permission. I might be reading that wrong though.
But it looks like Mojang isn't shutting it down, at worst they will just need to work around and remove that developer's code, get permission to use it, or take it to court.

First the EULA, now Bukkit being attacked, what next?
Seems like the opposite. Enforcing against P2W servers, and Dinnerbone himself being generous enough to update Bukkit after EvilSeph basically abandoned it.

You got it right. Wolvereness filed a DMCA copyright claim (with no indications of there being any talks with Mojang) over believed incompatibilities with Mojang's ownership of Bukkit and how he had originally submitted that code in the GPL license. In all honesty, filing a copyright claim immediately a project that was going to close down is brought back on life support sounds like he's throwing nails where instead private discussion should have been had instead. Considering Jeb claims that this was sudden and without all his knowledge, I'd toss this into the same spite pile that EvilSeph's recent unfounded allegations against Mojang's EULA policies went.
Kinda looks like someone got sent to bed without supper.
Willing to bet Mojang's legal team is bigger and better funded than his.
On the serious side is this person attempting to shut down bukkit or get a crack at the source code for Minecraft without the obfuscation. I have to admit my leaglease is a bit lacking.
He thinks his code is in bukkit, because he freely gave it to them right? Now he wants it back?
Or perhaps Evilstaph didn't #$@ off enough people, so he figured he would try. For the love of the gods, over 2 million downloads of the latest recommended build. that is a lot of angry people when...if their server is shut down.
Anyone got his e-mail address yet? Redacted my butt cheek, this is the internet. Your not alone buddy.
Unfortunately, Spigot also had a claim made against them. There's no good will involved if you're burning every bridge on your way out of the community. One can make some type of a retribution case out of Mojang not revealing to the greater Bukkit team their ownership of the project, but there's no excuse for filing claims against fellow plugin developers right out of the blue.
These Conversations start to get really messy, no matter what channel they are held upon. As someone who writes code for a living, I can honestly say, that even though I understand the claim from wolfe, I think it is extremely childish and very unprofessional. If you contribute, it means you are giving. It is like painting as 4 people on a painting, but then wanting to remove all the strokes one person contributed.
I agree to the point this situation is becoming messy and mixed messages everywhere (I have read the Spigot Forum thread, Bukkit Forum thread, Reddit /r/admincraft, twitters (nothing there really)). He has the right to make an DMCA, however as some others have said, perhaps he thinks it is an golden opportunity to sue for unauthorized usage and claim some easy money should they keep using his code or claim it's theirs. The downside is he freely gave a large portion of code for Bukkit/CraftBukkit. However that painting analogue is an good example here.
Undoubted this guy has no idea what he has caused. Witch hunts may be forbidden among the web nor do I support such, but with a sized community of that Minecraft has, you ask for trouble on an large scale pulling things like this for no reason other than some butt-hurt reason and greed is all I see. Hopefully things can go by peacefully, but of all things, I do not really such happening so easy.
All I can say, ensure you have an local storm shelter on standby. It will probably be needed. MD_5 made an counter notice against the DMCA claim, I doubt Mr. Wolfy will try to take such to court. If so, I believe in good faith Mojang will step in as this is not what they intended when they took ownership of the Bukkit Github and Repo. Also to note CraftBukkit is not the same as Bukkit.
I would be so happy if my programming (and I gave that up decades ago) made it onto a public fan biased project. You did the work, you gave it away, and over 2 million downloads latter it's safe to say pretty successful. Use it for your job resume and get paid to code something else.
It would be like me, after years of teaching martial arts for free (because I love teaching) and telling the school owner. "Hay your gonna pay me for all the free stuff I did for free or I'll shut down your school."
More I think about it, this is for $$$$. Either they think they can make the claim that Mojang needs to pay them because they were employees, or they are hoping someone will come up with some cash to make it all go away.
If you make any content available on or through our Game, you must give us permission to use, copy, modify and adapt that content. This permission must be irrevocable, and you must also let us permit other people to use, copy, modify and adapt your content. If you don‘t want to give us this permission, do not make content available on or through our Game. Please think carefully before you make any content available, because it will be made public and might even be used by other people in a way you don‘t like.
So, if you write a mod (which includes Bukkit since it requires Minecraft to work) and make it public don't complain about copyright issues if Mojang uses it (this also means mod creators who tell you not to distribute their mods in another modpack don't have any say in that either).

Grum EXPLICITLY said that "content" in this context only refers to your creations in-game using Minecraft blocks and items. It has NO bearing on mods/plugins/Bukkit.

That's the unfortunate thing about all of this. Mojang acted in good faith for years, allowing licensing and redistribution of a community project that knowingly redistributed their server jar, of which they had the complete authority to shut down at any time. After CraftBukkit was bought from Curse (which didn't shut down the project either, even though they as a company were liable for the illegal redistribution of code copyrighted to Mojang), complete legal protection was given to the project. Due to licensing issues with the content contributors, was there still a grey area? Absolutely, but status quo was remained in check, and even after EvilSeph left Mojang under less-than-ideal circumstances, nobody messed with that status quo because it benefits nobody.
Well, now there is someone to benefit: Wolfe announced his terms, and that was that nobody from here on out can redistribute his code contributions unless the Mojang server code becomes open source. The status quo was broken over not a moral or ethical argument, but over a childish manifesto. Any legitimate arguments that he could have had are just out the window, and one that opens the door to copycats who agree with him who also contributed to Spigot or Bukkit. Once one person tries to pull the rug out on the operation that has always, from day one, operated illegally but under good faith from all parties, by can't more people try the same?
Unless, of course, the claim is crushed by lawyers doing lawyery things, and chills the mood on throwing up claims. It'll be interesting to see what happens from here.
Bukkit downloads are still down, while Spigot's isn't.

It seems like that Spigot downloads are also taken down.

And by the way grommen you can get the minecraft source code without obfustication using MCP. How do you think all the mods exist?
This is because MD_5 counter noticed the DMCA takedown request and kept the Spigot Repo up or to say downloads.
It's money. He wants to see the Benjamin's.

TheMasterCaver's First World - possibly the most caved-out world in Minecraft history - includes world download.
TheMasterCaver's World - my own version of Minecraft largely based on my views of how the game should have evolved since 1.6.4.
Why do I still play in 1.6.4?
No, Craftbukkit is not up.
