Why would a fast zombie need to ride a slow, passive chicken?
Chickens are evil. Oh believe me, they are evil. The next thing you know they will be hiding inside your chest, meddling with your sword, until they hear you coming back, and then they prepare themselves for vengeance of their fallen brothers...
Yes, Chicken Jockeys DO exist. They require a command to be summoned into the game. They do have a 5% chance to spawn when a baby zombie spawns. The Command is:
/summon Zombie ~ ~ ~ {IsBaby:1,Riding:{id:Chicken}}
My method is to make a 4x4 platform of command blocks up in the air then put this command on each /summon Zombie ~ ~-1 ~ after that i make a redstone clock,i usually find 1 or two Chicken Jockey gliding in less than 1 minute
Step 1: Join a creative world and type /give @p 137
Step 2: Place the CMD block and right click it
Step 3: Copy and paste this code into it, /summon Zombie ~ ~3 ~ {IsBaby:1,Riding:{id:Chicken}}
Step 4: Place a button, click it, and watch a semi amazing chicken jockey

They do spawn naturally, but very rare, like spider jockeys

Apparently, according to the wiki, the chicken will move as fast as the baby zombie. So in this case, the chicken is not slow.
