As Bumber said, Notch running out of ideas wouldn't effect Minecraft seeing as he's no longer involved with the game's development. As to the topic (not involving Notch, obviously) I really don't think there is much (if any) evidence that suggests the game developers of Minecraft are running out of ideas.

It's not like it matters if the development team runs out of ideas. We the players and modders can take it from here, only thing we need is the rendering engine rewrite.
I don't think they'll run out of ideas any time soon. Even if they do, there are a massive amount of heavily supported things that people want in the game so they could do an Player-wanted update.
You should really change "Notch" to "Mojang". More on topic: No, Mojang is nowhere close to running out of ideas. They're still putting out great updates.
And even if Mojang ran out of ideas(which is still highly unlikely), you got a entire community full of ideas.
There will always be things for Mojang to do with Minecraft.
When Mojang runs out of ideas, they will stop adding things that actively break the game. Updates will cease and over the years that follow the stupid 3/4's of the Minecraft community will abandon it for something more recent. Eventually the remnents of the MC community might be as small as the Dwarf Fortress community, which can only be beneficial to the community itself. Modders won't run out of ideas, but reusing old ideas will become more and more common, to a greater degree than it is now.
What if they need to run out of ideas? Continually adding items to the game will devalue the overall content.
For items, yes, there is eventually a point where Mojang needs to stop.
But mechanics, world generation, polishing, those are all open areas that there are hundreds of ideas for which won't mess with anything else and overload players with content.
Feed the Beast & any other major modpack is an example of what NOT to do; there is way too many items and random content that's unnecessary.
Technically yes, since he doesn't work on the game anymore. And considering I doubt all the features Mojang has added into Minecraft was Notch's idea, I think it technically qualifies as no ideas being put in which then would lead to the answer yes.

Ocean biomes are gigantic and pointless.
The zombie spawning system has made it pretty much pointless to even have villages anymore.
There's nor ailing for stairs.
There's no furniture.
There's very little reason to HAVE different biomes since there are very few biome specific blocks to get.
There are only a handful of mobs and instead of working with difficulty via new mob types and new scenarios, Mojang just breaks the old mobs to be cheap.
If they are out of ideas they suck at what they do.
