Aye. Lightning is neither a block nor a mob, nor an item. Therefore, the standard methods of spawning mobs and such with a spawning egg will not work. If you create a new item similar to the spawning egg, you can attempt to make lightning strike the targeted block when it is right-clicked. If SPC has downloadable source code, you can look at their commands and the code they use to "spawn" lightning on-command, and use it to spawn lightning using the item.
Listen to what he said guys, or get your facts straight! The texture of lightning is coded into the game, but that doesn't mean it isn't anything, in fact it is an entity (like mobs, projectiles, vehicles and so on). This should atomaticly mean it has an ID, but I can't seem to find it anywhere. This is the same deal with paintings, although it doesn't really matter for they would crash the game anyway, because they require additional information (same with a Spawn Item egg).
lightning should have an entity value number, just like mobs, and other entities have. some other examples are primed TNT and all projectiles, i don't know how well it would work with lightning, but i know you can give yourself a spawn egg with the data value of TNT and it will explode the moment you right click on anything (really cool weapon =P), and the wiki does have lightning listed as an entity, it could be wrong though, because if it doesn't have a data number i think then it's technically not an entity.

Wow, this topic is old. I only asked the question because I saw pure nothingness burning when I forced lightning to strike glass.I thought this was an entity burning. It's too bad it doesn't have an ID. Then you could make lightning spawners.
You may be interested to know that I have created artificial lightning. It's a pain in the **** though. My artificial lightning travels 10 blocks. I used 30 command blocks to do this. If I would've done the command block traveling 20 blocks, I would've used 60 command blocks(I did this later) you multiply how many blocks your traveling by 3 {3 rows of separate command blocks}.
The way this works is I have a row of 10 command blocks that set a block at a certain position, and each time it places a new block at a position directly one under the other until it gets to the end. Another row of command blocks, which is one repeater setting behind the first, deletes the blocks after they are placed. The third row, is simply playing the thunder sound, and giving the effect of night vision for 1 second so it appears to flash light even if you are far from the game.
I specifically used glowstone for my lightning because of the lighting effect, although I could've made it with stained glass but whatever. I hope this thread helps you, even though it may be difficult.

Dude, listen to the others! It has an ID, because it is an entity! Like they said, it doesn't actually have an ID. But they forgot one part. Instead of an ID, it has a Network ID!

I knew most of everything about Minecraft, until 1.8 and 1.9....now I'm just totally confused....
Although I have a PS3 and Wii U, I don't have any console edition.

Lightning is actually an entity (EntityLightningBolt as seen in Minecraft Coder Pack), but is not yet able to be summoned using the /summon command as of PC version 1.7.10.
However, lightning will be able to be summoned in 1.8 with this command: /summon LightningBolt
