When people say "you'll have to pay for future updates" they're talking about expansions and the like that Mojang will release as a separate entity from Minecraft.
You'll still get patches with bug fixes and they'll likely continue to release some features as they do now.
If you paid during beta you'll get the retail version of Minecraft for free (think of it like getting a copy down at a store). When they decide to release a set of updates all nice and packaged together and decide they should be compensated for their work (as is their right), you'll have to pay for that.
If you paid during alpha you'll ostensibly get all future updates and expansions free as well.
And yes, it looks like 1.9 will be the retail version.
1) Is the 1.9 Minecraft going to be "full version"? I know there will be updates after that....

No, I'm not some n00b that makes there username have to do with the game they're playing. There were no Endermen in Alpha. N00bs.
Beta players do get the full version for free, yet they don't get any updates after that ithout paying.
