Not very original, but this shouldn't be here anyways. It belongs in suggestions.
Also, you're way of doing it doesn't make sense. It should be a GUI if anything.
What you're asking for is the /spawner command from SCP(Single-Player Commands) or Bukkit Plugins. This should be added in a new snapshot, for the commands, but I don't even know if you can even spawn a spawner in creative mode. The idea about Dark Steves, Steves, Ranas, Enderdragons, Super Creepers, Iron Golems, and Giants is kind of unnecessary.
Dark Steves, Steves, Rana and Beast Boy got their code removed a LONG time ago when the developer that implemented those mobs left the Minecrat Development team.
Enderdragons are a Boss, they cause MASSIVE destruction in the regular world, making the entire world have block and updates every second. This will lag your computer very badly, resulting in a Crash or a glitched, inaccesible world. Enderdragons break every block except Bedrock, Obsidian, and Endstone, which they just fly right through.
Super Creepers are basically a creeper in armor... and with enhanced block destruction. If you look in the armor folder in the minecraft.jar, there's an armor image file for creepers, the electric one for charged creepers. Charged creepers aren't really considered a new mob, so it can't be spawned, like Spider Jockeys.
Iron Golems can be made by Iron blocks and pumpkins, which you can spawn infinitely in Creative Mode, so a spawner use will be unnecessary. It'll also cause people to abuse it in order to get iron ingots on servers.
Giants are in the code and can be spawned. However, they are kind of glitched, they do massive damage, but they can only damage you if you are directly below them, in a certain spot, which is pretty hard. They have the same health as iron golems, so if spawned too many, it'll take a job to kill all of them without the use of a /killall command to destroy all entities.
Plus, the mobs that appear inside spawners are scaled down by a certain amount, enough for zombies and skeleton sized mobs to fit in a miniature shape. This doesn't work too well with other bigger mobs, such as ghasts or giants. (Image Below From MinecraftWiki: http://www.minecraftwiki.net/wiki/File:2011-03-15_14.06.55.png)
no what i mean is a GUI would pop up then you could tyep the mob name in and i think mojang still has the codes for Rana Steve Monster boy ,Dark steve and the and they would make it so iron golems have a 1% chance when spawned from a mob spawner and the ender dragon thing you woulg need endstone under the spawner itself in ordor to spawn ender dragons and the whole icons being to big to fit in thee mob spawner well they would have to code the sizes of the mob icons indevedually so yea and one more thing about the ender dragon they just could make it that the ender dragon spawned from the spawner itself can only destroy blocks in a 50 block radis seems complicated but Mojang would code it all not trying to be mean or anything and the hit box on the giant could be bigger aswell

this could only be acsesed though creative mode and if your wondering there's 2 ways to give yourself a mob spawner in creative #1 pickblock it #2 in the snapshots of 1.3 theres an option called cheats so you could do this /give (your minecraft username) 52 then thers your mob spawner
i think you should make mob spawners craftible and that you would have to put in a item to spawn a sertaint mob. the list would be: zombies-rotten flesh, skeletons-bones, spiders-spider eyes, cave spiders-potion of poision, wither skeleton-wither skeleton heads, zombiepigman-gold nuggits, enderman-ender perls, enderdragon-end stone, silverfish-stone, wither-soul sand, villager-emrald, snow golom-snow, iron golom-iron ingot, ghast-ghast tear, creeper-gunpowder, blaze-blaze powder, pig-raw porkchop, cow-raw beef, mooshroom-red mushrooms, chicken-raw chicken, squid-ink sack, zombie villager-diamond, slime-slimeball, magma cube-lava bukkit, sheep-wool, ocelot-vines, wolf-bone meal. Note: you can change the color of th wool to change the color of the sheep. you may change anything you dont like. i didn't add giants, steves, black steves, ranas, or beast boy because its 1:00 in the morning and im too tired to reserch on what thay drop so just DEAL WITH IT.-LEtOS
This would be really complicated to make work... There's about 10-20 NBT tags for every entity (I think spawner minecart has like 25) that can be used to customize the entity. So for example, you want to be able to spawn Charged Creepers. Well, there's a little tag called "Charged" that determines whether a creeper is charged or not. So if you want full customization, that's a LOT of checkboxes and sliders for each mob, and different mobs have different tags. If you want to make a custom spawner, I recommend NBTExplorer. --> http://www.minecraftforum.net/topic/840677-nbtexplorer-nbt-editor-for-windows-and-mac/
And of course, all that isn't even getting into what the entity is riding, or what items they have equipped... You could easily have hundreds of different settings to adjust for a single spawner. Thus, Mojang lets you do all that yourself with editors like NBTExplorer, and doesn't implement it in a GUI because it's a pain in the butt, and most players will never use it.
