I found this seed, which I love, and I want to create a city in it. The thing is that I want all new structures (mansions) to be generated on it when 1.11 come out and someone suggested to save some areas without exploring until after the update. I then decided to stay around the spawn and build a city there. The challenge though is that my spawn is in a couple of island surrounded by a vast ocean. I had seen this futuristic water cities ideas and I was thinking in building something like that in my world. I am not sure if I should do above the water though or on the sea floor.
Also, please give me ideas on what to build there besides skyscrapers/buildings a city park (something like Central Park in NY), stores, restaurants, ect. I am not sure still how I am going to organize the whole thing though. I am wonder if there is any guideline out there on how cities are planned and build (IRL) Any ideas and suggestions will be appreciated.
Well, if you're building it below water, you have to think about how the people living there are going to transport themselves through the city.
They could just swim everywhere with a oxygen mask, but that means that every building needs a special room for people coming in and out, the water rising, etc.
You could use gigantic tubes that people will walk through, so they don't have to go through the water.
Maybe the tops of the buildings stick out of the water, and there is a walkway there ?
Or maybe there are hallways IN the ocean floor ?
Where will they get food from ? Well, fish most likely, because sea. But feeding a city on fish alone is pretty hard. You'll need a lot of fishing stations, with boats or submarines. Underwater farming may also be an option, but very expensive..
Maybe you could make coral out of stained clay, your population may have found a way to eat that?
Electricity, maybe wind turbines above ground ? Or pumping gass out of the ocean floor ? Coal mines ? Maybe some kind of hightech water-electricity facility ?
Trade ! A nice trade hub, where traders from other cities far away could come and buy your goods.
Leisure activities, like sport club or mac donalds or whatever
Education, schools! Universities! How would that look underwater?

I've always loved the topic of underwater cities. If I were a decent builder, I would make one of my own. Anyways, for starters, if you want to make a realistic city, you should probably focus on the physical building first. What would you need for adequate living conditions? You might want to focus on a lighting system. You could also, for flavor, add heating/cooling systems. You could potentially have a room that would "control" the systems (let's say you pull a lever, for example - it could be linked to a command block that would say something as if it were a voice system). Other factors would be pressure (from being so far down underwater), clean air, etc. Yet another thing to think about is how to move around. Would there be underwater hallways? Or shaped like a skyscraper? It's important to have an easy way to get from place-to-place.
Another factor you would want to research is clean food, water, and resources. How would you go about getting clean food and water? Where would you get it from and how? What would you do for electricity? Could you sustain a biosphere? What about farming? These are all questions to think about. As Creeper said, you could always try windmills above ground. One thing I think would be interesting to see would be an underwater dam for power. As for farming, When I did a school project that was centered around making a colony on Mars, there were lots of interesting ideas. I was in charge of coming up with food for our group, and I chose to research hydroponics. See what you could find!
Finally, what would you do for recreation? Back to the Mars colony project, one thing we were required to do was supply entertainment. One group put a basketball court in their base. Another incorporated a library into theirs. If I remember correctly we had a TV in every room for ours. Why not see what you could come up with? Perhaps a biosphere could also function as this, if you grew flowers and stuck some benches in there. One thing I found interesting: on Mars, they would have delays with being able to reach people from Earth. While you wouldn't be as far, you still might want to keep this in mind.

Interesting ideas. I don't think they are doable in minecraft though.
I just came to the realization it is impossible to make an underwater city in Minecraft (and probably above water too). Why? Limited space. The space I have from the ocean floor (the deeper level) to the water surface is barely 32 blocks. That will limit terribly what kind of buildings I can build underwater. Above water the space I have from coast to coast is about 300 blocks. that give me a space of 300 x 300 to work with. Definitely not enough space to for a city.
The only thing I can come up with is to somehow mix up both ideas and make part of the city underwater and part above. I will post screenshots when the project is more advanced.
You should have the buildings base in the water, with the skyscraper-like part above, like the second picture in your post. You could also make some of the underwater stuff be in the ground, and the part that sticks out is the glass rooftops, though these would be at the same level as the floor, and have towers/skyscrapers as entrances something like this

You could make a Submarine docking station. When you are removing water use a sponge.
How about making a repilca of the city Atlantis from Stargate: Atlantis?
It actually WAS underwater, and can be buit in and on water.

When you are building it Sponges make it so much easier to clear the water out of the Interiors.
Thanks so much for the reply. I had used sponges for that before though, however using sponges to clear up big rooms can be quite difficult.
