This really was helpful! I have been trying to make a Command Block give lapis for a minigame for the past ten minutes. Now this works!

Left 4 Dead 2 (Boomer files always corrupt though)
SUPERHOT (SUPERHOT is the most innovative shooter I've played in years!)
Dead Rising series (Dead Rising 2 is one of my favorite games, and the 3rd was a lot of fun. 1st has poor survivor AI and the 4th is bad)
Just Cause series
Come to think of it, I mainly play fighting-based games.

With MoreCommands it's /give dye 2 4 (if cheats are enabled).
With Vanilla it's /give playername or me dye 2 4 (if cheats are enabled).
Changing the red number will change the quantity. Changing the number 4 (0 - 15) will change the color of the dye.

lapis lazuli is the 4th dye so you need to add 4 damage to it for it to be lapis. like if this was helpful
