Skins are 64x32 and it is impossible to go higher.
Player skins can only be 64x32, but mob skins can be bigger (as long as it is a multiple of 64x32). I don't think there is a specific program for skins at higher resolution. I just use GIMP though (I find it easier then Paint.Net). You just have to work out where all the arms/legs/head/body bows start/finish
Yes, I'm sure all those programs are fine for skins, but you could just use skindex. Skindex is an amazing tool which allows you to create you your skin in 3D, and then formats it for you.(I am not the creator of and take no credit for skindex.)

SkinEdit, Photoshop, and Gimp are all better than Skindex. The downloadable tools are the best, by far. SkinEdit is better for beginners, as it has the grid and the 3D model, but Photoshop and Gimp are the best by a substantial margin, because of blend, filters, and layers.
Skindex, Minershoes, and Skincraft are all inferior, due to lack of tools and other features.
