The main problem with mod support, particularly for mod packs, is and always will be time. It takes most artists well over a YEAR just to do vanilla. Mod packs can easily have two, three, or ten times as many textures. By the time you get a large mod done that version is outdated and you may have to start over again. That's not an idea prospect for most pack makers.
If there were a dozen or so artists who were all willing to work together, and could agree on a single pack to make the support for, I think it could work. I don't see that happening, though, mainly because most pack artists are still have things to add/tweak/fix in their vanilla resource packs. (And also because a lot of mods are absolute terrors to do textures for)

Addendum: I'll look into Biomes 'o' Plenty support for Sanity (my own pack) but don't expect it finished any time soon. Mod support has not been particularly popular with my pack, which is why I removed it, so there's no real incentive for me to work on it.
