Is there a mod (or can someone create one) that can fill a wall or large hole? For example: If you're building a very large house, and the walls are very tall, its a pain to actually fill it up manually. I want a mod that lets us build a frame of bricks or something around the area we want, then click the empty area in the middle and the space will fill up with the same materials as the frame.

Best one I know, and it does much more than just that, is Buildcraft. Buildcraft has the filler, wich can be programed with bricks and glass blocks to fill an area with the given blocks you put in it's inventory. NEI is usefull with it.
Then there's the Template Drawing Table that will record an area and save it into a specific folder. It's used in duo with the Builder, wich will build the templates after being given the nessessary materials.
So, go with Buildcraft. It's even usefull for it's landmarks that allows you to make a grid like patern on the ground if you have an actual blueprint of something you want to make. I use it to recreate dungeons of some games.
