Then what happens if you put both 1.6.4 and 1.7.2 mods in the mods folder?
You can set the folder structure up in such a way to divide the mods between versions. One way would be to use a custom installation directory for your new profile, and use the mods folder in there instead. Another way would be to just create a version folder inside the mods folder and place your mods corresponding to that version in the respective folder, so make a 1.6.4 folder and place 1.6.4 mods in there, same for 1.7.2 or other versions.

So I have a bunch of mods on 1.6.4 and i'm planning on deleting all of my mods, the actual forge, and then get 1.7.2. How do i do it safely.

If you press Shift+Delete, it'll delete it permanently, instead of it going to the recycle bin (except on Mac).

Also my bro has a modded base on 1.6.4. Will it effect it?
If you deleted the mod folder for Forge 1.6.4, he won't be able to get in his modded base.
Why not just install 1.7.2?
You don't need to delete 1.6.4.
Make a new minecraft directory.
