Likely then to either be a bug or something temporarily disabled in IC2. They've got a good chunk of things unavailable, though still visible in creative (and some in survival), while they work on revamping them.

I've been playing with the generators and had some trouble with the wind mill build #271 I placed it on top of my work shop (94 the height) and tried running tin cable, copper cable, placing it right on top of the batbox, running it up to 107 on a mast of tin cable but never got any power out of the wind mill

In seriousness though, I'm playing around with them in creative at the moment and they seem to be working fine up between y=64 and y=250-ish (seems they stop working above a certain height for reasons unknown to me). I'm on build 278. Wind can apparently be a random and fickle thing in worlds. Open up your mill's GUI and see if the fan-blade icon on it is filled in. If that's still grey/empty/otherwise not filled, then it's not getting wind for whatever reason.
edit: further experimenting shows that it may need time to "spin up" as well. there was a several second delay between placing it and the power flowing into the mfsu, even up at the +200 heights.
It's actually gotten a fair bit more complicated. UU is made the same way, but as it's a liquid now it has to be pumped out or taken out with universal cells. Whichever way you take it out it goes into a Replicator. To use that you have to have a Scanner and a Pattern Storage as well with those three right next to each other. You scan items (like iron ore, redstone, diamonds, etc) and when it's done it will give you the option to store them in the neighboring pattern storage. After you've scanned and stored you open up the Replicator and pick which thing you want to make with the arrows. It uses varying amounts of UU and EU depending on what it is. Diamonds for example take about 20 buckets (20210 or some such millibuckets) of UU and about 150k EU. Iron is of course much cheaper being around 447 mB (about half a bucket) and something like 1500 EU (I forget how much exactly).
Also: bear in mind that not everything is scannable. So far, in my experience, it's just base materials, but not any of the machines.
Advanced solar panels are a completely different mod. The original mod they were in was discontinued, but there is a compact solars mod now that does essentially the same thing.
Drats, I should've asked my server admin for details when he was still online. He ran into a bug earlier today, with wires not connecting (instead of each part of a wire taking a whole block, it only took some part in the middle, and energy wouldn't run through; he had to reboot the server to fix this every time he added new wires). I think he managed to find out what the problem was, but then we spoke of other things, I forgot to ask him about the fix, and since I haven't experienced said bug myself, well...
Anyone else with this problem, or was it merely something we did wrong at first, and managed to fix later?

I have my matter fab scanner and everything setup but my replicator isn't letting me make anything and the GUI is all outta alignment im on #298 atm Edit: got it to work but Gui is still outta whack

Any way for a screenshot so we can tell what you mean? My GUI seems fine and I'm on the same build as you. Perhaps it's your texture pack (assuming you're using one) that's messing with it?
Does anyone know if there is still energy loss over distance with any of the cables?
There isn't so far as I can tell, but the cables don't even work correctly at the moment anyway it seems. For the last 40+ builds I've been able to use any wire for any voltage. Putting 2048 over a tin cable for instance.
great mod but , i REALLY don t know how to made matter from UU-matter liquid , new mass fabricator give uu liquid and now? how i can turn in into normal uu matter ?
