Hi, I did this and it worked I hope you can do it. You must close everything about Minecraft like game or launcher.
1)Download Forge Installer
2)Select "Install Client"
3) When it said Ok Open Your minecraft
4)Look at your Minecraft Profiles
5) There must be a profile named Forge
6)Enter with it
7) Enjoy with your Forge

I have finally decided to update to 1.6.2 and I have the same problem as this. When I double click the installer JAR it opens with WinRAR. I have tried associating the .jar files with various executables from the java folder, but over the past year and a half I guess I have updated java a few times and what not, so I am at a point where nothing I associate the jar with seems to execute the installer properly.
Can someone advise me on what I should associate my JAR with so that the installer will run properly?

I had the exact same problem. I tried exactly what you tried (and that's how my search led to your post). I used that information to do more research, and I found our how someone CAN run JAVAW (in windows). Credit: http://missingremote.com/forums/jar-files-wont-run-double-click
To sum up to do based on what they did for that other executable .jar file:
I do have MINECRAFT 1.6.4 installed! REMEMBER - always backup your saves folder, or whereever your single player worlds are stored. I also backup my multiplayer server list.
1) With Minecraft CLOSED, open the windows command prompt, aka "DOS prompt." There are several ways to do that, one is to use the start button, select "run" and enter CMD <enter>
2) Using the DOS prompt, navigate to whereever your executable .jar file is loacted. One trick is put the .jar in a root directory (C:\ or D:\ etc) then you can find it just by typing CD C:\ <enter> If you put it in C:\, be sure to delete the .jar when you're done so you don't clog up the root directory of windows.
3) When your DOS prompt is in the same directory as the .jar, type: javaw.exe -jar "x" <enter> (replacing x with the exact file name of the .jar you will execute). Yes, you need the quote symbols! Note also that there is a -jar option, and that's what allows Javaw to execute the file.
4) Within several seconds, the installation window should appear - and this problem is solved! The installation window can be hidden below any other windows you have open - happened to me.
NEXT) I used to "client" option of the installer for my single player Minecraft 1.6.4. DO NOT have any files in .minecraft/mods until AFTER you've tested the startup of Minecraft.
FINALLY) Start Minecraft!! I used the new profile that now appears called "Forge." I clicked on the option to use my existing username, so I didn't have to reenter my user info/password. After loading completed, I now have the regular screen with the buttons Singleplayer, Multiplayer and Mods !!! This screen should show that three mods are installed, and that's just part of Forge.
MODS / BAD MODS / OLD MODS) You place each mod in the .minecraft/mods/ folder, typically as a single .zip file for each mod. IF you try to use an old mod or an invalid file, Minecraft is probablly going to crash. In that event, just remove whatever you last place in the mod folder and start Minecraft again.
NOW, I had another separate problem. The installation failed at first. I researched this and found out that there's a problem with the downloads in the Forge installer. Sometimes it installs and sometimes it fails part way through. Someone else said they kept trying, and finally the client sucessfully installed. It worked for me on the THIRD try. It may take more tries than that. It was suggested that the server that downloads the libraries for the Forge installer may be overloaded with too many requests.
Good news, it works using the installer .jar file. I really did it, in part thanks to this thread. I'd also had tried the "manual install option" following the directions and that dosen't seem to work. I found one syntax error in those directions, and I suspect that there are other problems with those directions. UNFORUNATELY that has shown up on a number of help sites and forums with the same syntax error. BUT, the auto installer works when you have JAVAW run it, and when the -jar option is used.
NOTE: Many people trying to help people execute .jar files THINK that they want to open the .jar as an archive. They are totally confusing the problem. The Minecraft Forge installer IS to be executed - not opened as an archive. People shouln't post things as facts unless they are certain. Watch out for people being too helpful who don't understand the problem, or post information that is just plain wrong.
If anyone can improve this answer (like by avoiding using the DOS prompt), feel free to post below.
