Oh. So you're implying that mods like TooManyItems, Rei's minimap, and SinglePlayerCommands 'suck'? If you don't like those mods, then fine. However, prejudiciously saying that pretty much all mods suck is probably crossing the line a bit. As a modder who mods without any APIs, I find your message insulting. Not because you dislike a mod, rather because you do so without even having heard of the mod before. Also, think about that ModLoader and FML themselves don't require any APIs; neither of them overhauls the game. Even though I'll be democratic and let you keep your opinion, you should probably be careful of what you're saying.

Ehm...double fault on that one. 1. You can't download the mod cause it's been deleted since forever.. 2. It requires additional APIs (Modloader, ModloaderMP, etc).
Edit: LOL, the last link leads to Risugami's thread...In a way you're right, Modloader can be installed without any additional mods but that's sort of obvious just as it's obvious that Forge doesn't need anything other than vanilla Minecraft to be installed. The ide here though is to not have to install Modloader or anything else like it. All Risugamis other mods requires Modloader to work so they're not valid in this thread either.
Better Than Wolves is also completely standalone now, however, if you have difficulty installing forge, then this mod might be waaaay more than you can handle...

installing forge and modloader is the same as installing non-forge/modloader mods. if you cant install forge you cant install anything. the mods folder ONLY works if you have modloader or forge

Due to recent changes done to the code base of Minecraft (notably in the 1.6+ versions of Minecraft), it is now possible to actually create mods and hook into game loading without an API, so yes, there are mods which do not require Forge or any other API / mod loading system. However, the majority of mods which add in-world content (like blocks, items, entities, etc) do require Forge as Forge essentially "fills the gaps" that vanilla Minecraft code has left for mods.

Some mods are released that don't use an API, however these have got some really heavy limitations. For starters you cannot use these with Forge mods like IC, BC, AE, ThaumCraft, etc. Next, they are unnecessarily complex to install (going in, renaming files, modifying a JSON map, adding files to the jar, etc (albeit not that hard for most people, some do find it difficult), vs double clicking an installer and dropping the mods inside a folder). Finally, and I'm not saying all mods fall to this, that Expansion mod does look fairly advanced, however a lot of base edit mods tend to not be as advanced as MPI-dependent mods.
