I just wish minecraft modding wasn't such a clunky ever-changing thing, so many mods just dropped off the face of the earth after 1.7 and it hurts my soul
To be honest i'm fan of those updates. I really do enjoy what Mojang is doing. Every version has it's own feel and there are unique modpacks with mods which only exist for that version. Of course it would be better to have all mods for every version, but still it's something i like.
For me as a modder it's a great opportunity to clean up code and redesign things during porting. Forge is doing it as well and especially 1.12 has many improvements, performance wise and in terms of recipes. Besides that i actually appreciate the new content. I just hope everybody updates sooner or later. Still waiting for SmartMoving ...

Why not use matmos? These 2 mods are great (in fact I'd say matmos is better, but it's not being updated anymore)
Can the ambientsounds:weather.rain be fixed? right now it has a sharp cut when the track ends and its super anoying to listen too making a pop noise every 30 seconds

Fixed in v2.2.4, thanks for reporting this issue, hope it is better now.

I'm liking where this is going. Liteloader and Matmos are forgotten, but the need for lovely sounds won't be!
Though, I do have a few sound suggestions.
Calmer underwater sounds while in still or non-ocean/river water would be nice.
Hearing insects or frogs near still water in non-ocean/river biomes (of course, toned down from the swamp sounds)
Lava bubbling and flowing sounds. Oh god, how I loved how matmos did that. Even better, the cave ambience, like distant roaring of a beast or gusts of wind through tunnels.
Maybe sounds cutting out or dampening a bit faster when entering buildings or shelters.
A neat one but might be hard is wind blowing through unsealed windows in a structure. Say for example a castle with no windows or a creeper hole, or even busted out windows in a mansion. Would make places a bit drafty.
Last one I got is trees rusting randomly as the wind picks up. Not too often like Matmos, but just enough to feel natural.

Keep up the awesome work!
I would highly recommend to checkout Dynamic Surroundings. It's a lot more similar to matmos and can be used alongside AmbientSounds (I prefer to do so as well).

This resourcepack should move all sounds to the neutral category: https://www.dropbox.com/s/ytazsu0deregak1/AmbientSounds_neutral.zip?dl=1

It's really great but in the Taiga biome the crows are very loud and are almost constant. Is there any way to delete or lessen that particular one?
