Since the rest of the config file is pretty self-explanatory, I'll only explain the "FragileBlocks" part. If you're not willing to read through this and understand it, then it would probably be better that you don't mess with this part of the config.
First, you need to know this mod adds a new property to arrows, and three new ones for blocks.
For Arrows:
Break counter - The starting value is 6. Decreased every time it breaks a block. Arrows with break counters that have reached 0 or below will no longer be able to break blocks.
For Blocks:
Speed requirement - An arrow cannot break a block unless its current speed meets the speed requirement of the block
Speed modifier - Once an arrow breaks a block, its speed will be multiplied by the block's speed modifier
Damage - When an arrow breaks a block, the arrow's break counter will be decrease by this value
The syntax for the config file is BlockId-Damage-SpeedRequirement-SpeedModifier. Each value must be separated by dashes (-) and each set of values must be separated by commas (,). Negative values are not allowed; they will automatically be converted into positive values.
EXAMPLE:
S:FragileBlocks=20-3-1.8-0.7,50-1-1.2-0.7
20 - block id of glass
3 - damage
1.8 - speed requirement
0.7 - speed modifier
50 - block id of torches
1 - damage
1.2 - speed requirement
0.7 - speed modifier
Typically, the speed of an arrow would be somewhere around 0.3 when slow and 2.9 when fast.
So, if you shoot an arrow at a glass block, and let's say that the arrow's speed is 2.1. Once it hits the glass block, the block will check if the arrow meets the requirements to break it. Since the arrow's speed is 2.1 (above glass's requirement of 1.8), and its break counter is still 6 (the value it starts with), it can break the glass.
What happens next is this: the arrow breaks the glass and its break counter is decreased by the glass's damage value (6 - 3 = 3). The arrow's speed will also be multiplied by the block's speed modifier (2.1 x 0.7 = 1.47). The result would be broken glass, and an arrow with a break counter of 3 and a speed of 1.47.
If that same arrow continues and hits another glass block, the same tests will occur, but since the arrow's speed is already 1.47, it no longer meets the requirement of 1.8. So, the arrow won't be able to break the second glass block.
If, instead of a second glass block, the arrow hits a torch, the same tests will occur. And since the arrow's speed (1.47) still exceeds the torch's requirement of 1.2, it will be able to break the torch.
An arrow will no longer be able to break blocks once its break counter reaches 0 or lower.
This is only a sort of hobby of mine so I probably won't be updating this often.

Awesome mod! I have a few suggestions:
-Redstone torches could drop when being shot by an arrow
-When lying in a bed, your entire body (not head though) is covered by the texture of red wool. This would look like players are covered by the blankets.
-Cacti can touch other blocks, but only from the side and top (you can have cacti with a block of grass to the side of it, but you can't plant cacti on grass)
-Stepping on cacti in a flower pot will hurt you.
-Lit TNT and fire let out flame particles, like torches and lava.
-Enderpearls can be thrown in creative.
Haha! Fun way to show what the mod does, how about adding so that you can climb normal fences aswell? And maybe so that creepers can see you through glass, and when they do they will try to blow up the wall.
probably won't do the fence thing since it would ruin the point of fences which is to keep stuff out. but the creeper thing is easy. will do
